STAFF DRUGS CONTRABANDS INCIDENTS CONFIRMED. THAT WAS THAT HAPPENED TO KEITH HUDGINS, WHO WAS 34 YEARS OLD, ALLEGED SUICIDE. HE WAS IN JAIL FOR A MISDEMEANOR CHARGE, MISDEMEANOR CHARGES ONLY. OKAY. THIS WAS KEITH HUDGINS. YOU CAN LOOK AT THOSE. THIS IS ALL THESE THESE DEATH TRIGGERED MANDATORY GBI AND INDEPENDENT INVESTIGATION AS REQUIRED BY GEORGIA LAW. THE NEXT SLIDE. CHIEF HUDGINS, WHO WAS HE? HE WAS A YOUNG MAN, 34 YEARS OLD. HE WAS FOUND HANGING FROM A BED SHEET DURING A HEAD COUNT. HE HELD ONLY ON MISDEMEANOR CHARGES, CRIMINAL TRESPASS AND GIVING A FALSE NAME. HE WAS PRONOUNCED DEAD AT WELLSTAR GEORGIA MEDICAL CENTER. OF COURSE, THE GBI DID ITS MANDATORY INVESTIGATION. WHEN YOU LOOK AT WHAT THAT GENERATES, IT GENERATES SEVERAL QUESTIONS. WAS HE EVER EVALUATED FOR MENTAL HEALTH RISK? HOW FREQUENT WAS MONITORING DONE? WHY WAS A MISDEMEANOR DETAINEE NOT ASSESSED FOR VULNERABILITY? NOW MONITORING FREQUENCY, HOW OFTEN WAS IT DONE? THE MENTAL HEALTH EVALUATIONS, ALL INCOMING DETAINEES, EVEN THOSE ON MINOR CHARGES EVALUATED FOR SUICIDE RISK. AND THE PHYSICAL LAYOUT, THE PHYSICAL LAYOUT, THE CELL, THE CELL LAYOUT ALLOWED DANGEROUS OBJECTS TO BE CONCEALED FROM OFFICERS DURING CHECKS. WE NEVER HEARD A THING. THE PUBLIC HAS NEVER SEEN THE GBI REPORT ON THIS CASE. AND WHY NOT NOW? WE DO HAVE SOME SERIOUS LAWYERS WHO ARE INVESTIGATING THIS, JUST TO LET YOU KNOW. NEXT SLIDE. WE HAD OVER 30 PARENTS, OVER 30 PEOPLE WHO CAME TO OUR OFFICE TO TALK WITH OUR LAWYERS, WHO HAD LOVED ONES WHO EITHER DIED IN JAIL UNDER MYSTERIOUS CIRCUMSTANCES OR THEY FELT WERE BEING ABUSED BY STAFF. AGAIN, THIS IS NOT ANY CONSTERNATION OF ANY OF THAT. OTHER STUFF HAS TO DO WITH KNOWING WHAT YOU DO, WITH THE AMOUNT OF MONEY THAT IS PLACED IN THE JAIL. AND I KNOW THERE ARE RESTRAINTS BECAUSE THE SHERIFF IS A CONSTITUTIONAL OFFICER. WE KNOW THAT. OKAY, WE ARE RECOMMENDING TO PEOPLE WHO ARE CONCERNED ABOUT THIS. THAT THEY FILE GEORGIA OPEN RECORDS, REQUESTS [00:10:01] FOR GRIEVANCE LAWS, USE OF FORCE, INCIDENT REPORTS, AND CIVIL LITIGATION RECORDS. IN THE CASE OF MR. BRAY AND OTHERS FOUND UNRESPONSIVE FAMILIES AND THE PUBLIC ARE LEFT ASKING ALONE, WERE THESE INDIVIDUALS IN DISTRESS BEFORE STAFF DISCOVERY? NEXT SLIDE. WHEN YOU LOOK AT THIS, AS I SAID EARLIER. THERE'S SOMETHING AND I'M PREACHING TO THE CHOIR. I KNOW I AM THE BOARD OF COMMISSIONERS HAVE SOMETHING CALLED FIDUCIARY RESPONSIBILITY WHEN IT COMES TO ALLOCATING MONIES, TAX DOLLARS. WHEN YOU LOOK AT WHAT YOU SEE THERE ON THE BOARD, THE MONITOR, 83.3% OF YOUR REVENUE FOR THE REPORT THAT YOU ALL SIGNED, YOUR FISCAL YEAR 2026 BUDGET COMES FROM PROPERTY TAXES. OKAY. AND WHEN YOU LOOK AT IT, THE TOTAL BUDGET, 65 PLUS MILLION DOLLARS, PUBLIC SAFETY, I DIDN'T SEE ALL OF THAT. ATLANTA CONSTITUTION AND WSB TV SAID IT 47, 47.39% OF THAT MONEY WENT TO PUBLIC SAFETY. THE COUNTY DO BETTER IN TERMS OF KNOWING WHAT'S HAPPENING IN THE JAIL. THAT WAS AN INCREASE OF $2.4 MILLION FROM THE PREVIOUS YEAR. AND AS NO PUBLIC. THIS IS WHAT I FOUND TO BE VERY INTERESTING. AND IT'S NO INDICTMENT BECAUSE IT'S DONE THROUGHOUT JAILS OPERATION THROUGHOUT THE STATE. NO PUBLIC LINE ITEM BREAKDOWNS EXIST FOR THE JAIL DIVISION, THE CIVICALLY VERSUS OTHER SHERIFF OFFICE FUNCTIONS. CITIZENS, EVEN US COMMISSIONERS CANNOT SUFFICIENTLY DETERMINE WHETHER SUFFICIENT RESOURCES REACH MEDICAL CARE, TRAINING OR JAIL SECURITY. YOU CAN'T DO IT BECAUSE THERE'S NO LINE ITEM, AND WE ARE ENCOURAGING YOU TO FIGURE OUT A WAY THAT YOU CAN DETERMINE LEGALLY WITHOUT INFRINGING ON THE SHERIFF, BECAUSE THERE'S A LOT AGAIN, HE'S A CONSTITUTIONAL OFFICER THAT WE CAN DO BETTER NOW. I'M SURE SOMEBODY ELSE KNOWS THAT, THOUGH. THAT EXISTS BECAUSE OF CAMERAS AND OTHER STUFF. WHEN YOU LOOK AT FISCAL ACCOUNTABILITY, IT SPEAKS FOR ITSELF. IT'S TAXPAYERS DOLLARS. YOU HAVE A FIDUCIARY RESPONSIBILITY TO MAKE SURE THAT, YOU KNOW WHAT OUR TAX DOLLARS ARE GOING 83.3% OF THAT, AGAIN, IS PROPERTY TAXES. TAXPAYERS ARE PAYING THAT STRUCTURED OVERSIGHT GAP. THE SHERIFF CONTROLS OPERATIONS INDEPENDENTLY. COMMISSIONERS CONTROL OVER THE BUDGET. THE GBI REPORTS ARE RARELY PUBLIC. NO CIVILIAN BODY OVERSEES DAY TO DAY JAIL CONDITIONS. THE GAPS ARE STRUCTURAL BY DESIGN. THE IDEA OF THE SHERIFF AGAIN BEING A CONSTITUTIONAL OFFICER, AND WE CAN'T DO ANYTHING ABOUT IT.
