COMMISSIONERS, FIRST ITEM ON THE AGENDA IS TO REQUEST APPLICATION FOR THE MENTAL HEALTH COURT FOR FY 27. WE'LL INVITE JASMINE JOHNSON UP TO DISCUSS WITH THE BOARD. GOOD MORNING. GOOD MORNING. SO TODAY I'M COMING FOR OUR ANNUAL OPERATING GRANT FUND. JUST ASKING TO APPLY. THIS YEAR WE'RE ASKING TO APPLY FOR 2000 $215,849.20 WITH THE REQUIRED 15% CASH MATCH, WHICH IS $36,792.48. OUR PROPOSED MATCH IS NORMALLY SATISFIED THROUGH A $20,000 CONTRIBUTION FROM THE CITY OF LAGRANGE, AND THE REMAINING FROM OUR DATE FUNDS.

OUR MENTAL HEALTH COURT HAS BEEN SERVING OUR COMMUNITY FOR 13 YEARS FOR MISDEMEANOR AND FELONY DEFENDANTS, AND APPROVING THIS WOULD JUST ALLOW US TO CONTINUE OPERATIONS EFFECTIVE AND EFFECTIVENESS OF THE TROUP COUNTY MENTAL HEALTH COURT, AND WILL ALLOW TROUP COUNTY TO MAINTAIN A COST EFFECTIVE, EVIDENCE BASED ALTERNATIVE TO INCARCERATION FOR INDIVIDUALS WITH SIGNIFICANT BEHAVIORAL HEALTH NEEDS. OKAY. ANY QUESTIONS? HOW MANY ARE CURRENTLY ENROLLED IN THE PROGRAM? JASMINE 20. ONE. WHAT IS WHAT IS OUR CAPACITY? 30. HOW DO WE HOW DO WE GO ABOUT GROWING THAT NUMBER. SHE WOULD SEND OUT APPLICATIONS AND HAVE OUR CASE MANAGER. SHE WOULD GO DOWN AND SHE WOULD SIT WITH THEM AND DO OUR INITIAL INTERVIEW. BEYOND THAT, WE GET REFERRALS FROM OUR DA OFFICE PUBLIC DEFENDER'S FOR OUR STATE SOLICITOR. WHAT IS THE OPPORTUNITY? OBVIOUSLY, BASED ON THE FACT THAT WE I THINK WE ALL KNOW THAT THERE'S A MENTAL HEALTH PANDEMIC IN OUR COMMUNITY AS A WHOLE. WHAT IS THE OPPORTUNITY FOR GROWING THE PROGRAM BEYOND 30? IS THERE A WAY TO GROW THE CAPACITY? THERE IS. SO WITH MENTAL HEALTH, JUST SPEAK CANDIDLY. THERE'S ALSO SUBSTANCE ABUSE. SO WHEN THE PERSON APPLIED, WE HAVE TO SIT DOWN AND DETERMINE WHICH ONE IS MORE PREVALENT. A LOT OF TIMES OUR MENTAL HEALTH IS SUBSTANCE INDUCED. SO A LOT OF THOSE PARTICIPANTS, WHICH IS WHY FADC IS THE BIGGEST PROGRAM, BECAUSE A LOT OF PEOPLE WITH MENTAL HEALTH DISEASE IS FROM THEIR SUBSTANCE ABUSE. SO WE SEND THEM TO THEIR REFERRED OVER TO OUR ADULT DRUG COURT. AS FAR AS MENTAL HEALTH, IF WE'RE NOT ABLE, MOST OF THE PEOPLE THAT WE'RE THAT COME IN THAT ARE SIGNIFICANTLY SEVERE, STRAIGHT ON MENTAL HEALTH, WE DO ACCEPT THEM ALSO, I'M SORRY, THE STATE OF THE STATE HAS SENT OUT A MEMO THAT SAYS EVERY PERSON THAT WE ACCEPT MUST BE HIGH RISK. SO ANYONE THAT'S NOT HIGH RISK, WE CANNOT ACCEPT. SO THAT HAS PUT A LITTLE DAMPER ON SOME THINGS WHEN IT COMES TO ACCEPTING SOME OF OUR PARTICIPANTS. BUT ALSO IT ALSO HELPS BECAUSE THE PEOPLE WITH THE HIGH RISK ARE THE ONES WHO BECOME REPEAT OFFENDERS. HOW DO WE DETERMINE WHO IS HIGH RISK? WE GIVE A AN ASSESSMENT. IT'S CALLED LCME, WHICH IS PROVIDED BY THE STATE. AND THEY ALLOW US THAT DETERMINES WHETHER THEY'RE HIGH RISK, HIGH NEED. IS THAT

ALL THROUGH THE COURT ITSELF OR WITH OUR EVALUATOR AT THE JAIL, BE ABLE TO DO THAT EVALUATION THROUGH THE CASE MANAGER, THROUGH CASE TRAINS, THE CASE MANAGER TO BE ABLE TO PROVIDE THE ASSESSMENT. THEY PROVIDE US WITH, LET'S SAY, A DISCOUNT TO BE TRAINED ON HOW TO GIVE THE ASSESSMENT. AND SO EACH CASE MANAGER IS TRAINED IN OUR OFFICE WITH THE EXCEPTION OF OUR DUI COURT CASE MANAGER WHO'S CURRENTLY WAITING FOR A TRAINING. SO WITH THE ADDITION OF THE POSITION AT THE JAIL, HOW DOES THAT HOW DOES THAT HELP? AS FAR AS AS THE PROCESS GOES? WELL, HER KNOWLEDGE BASE WITH MENTAL HEALTH AND SUBSTANCE ABUSE WILL ALLOW THE WEEDING OUT PART TO BE EASIER. ALSO, AS FAR AS GETTING APPLICANTS, ANOTHER THING IS SOME PEOPLE ARE THEY HAVE HIGHER RISK THAN WE CAN MANAGE IN OUR COURT. SO THE MENTAL HEALTH LIAISON IS ABLE TO PROVIDE SERVICES WITHIN THE COMMUNITY OR OUTSIDE OF OUR COMMUNITY, WITHIN THE STATE. SO JUST A LITTLE BIT BEFORE SHE CAME ON, I WORKED WITH THE JAIL TO HELP GET SOME PEOPLE GET, WELL, ONE PARTICULAR PERSON AND MAYBE ONE OTHER, BUT IT'S BASICALLY FINDING SERVICES WITHIN THE WITHIN OUR STATE BECAUSE OUR SERVICES WITHIN OUR COUNTY ARE LIMITED. SO WE'RE ABLE TO REACH OUT AND WE SET UP SERVICES AND SHE'LL DO THE SAME THING, SET UP SERVICES OUTSIDE THE COMMUNITY FOR PEOPLE WHO NEED SOME FORM OF INPATIENT TREATMENT FOR A CERTAIN AMOUNT OF TIME. SO SHE'LL WORK WITH THE COURTS, SHE'LL WORK WITH US.

SAME THING. SO IT'LL HER JOB WILL MAKE OURS EASIER BECAUSE SHE'LL WEED OUT THE PEOPLE THAT ARE THAT WE CAN'T SERVE, AND SHE'LL GO AHEAD AND MOVE THEM ON TO FURTHER SERVICES AND BRING THE ONES THAT EVEN SOME THAT WE MIGHT OVERLOOK. SHE'LL BRING THOSE APPLICATIONS TO US.

HAVE THE FELONY DRUG COURT APPLICATION FOR FY 27 OPERATING GRANT. THE FELONY DRUG COURT IS REQUESTING A TOTAL OF $369,630.85, WITH A 15% MATCH OF $60,399.55 CENT. THE FELONY DRUG COURT DOES RECEIVE PARTICIPANT FEES DIRECTLY FROM THE PARTICIPANTS, AS WELL AS FUNDS FROM THE DATE FUND. SO THAT IS HOW WE COVER THE DIFFERENCE IN THE MATCH. THE FELONY DRUG COURT CURRENTLY HAS 33 PARTICIPANTS AND AS JASMINE MENTIONED, THE CO-OCCURRING DISORDERS SOMETIMES HELP DETERMINE WHETHER OR NOT THESE INDIVIDUALS WILL BE IN MENTAL HEALTH COURT OR FELONY ADULT DRUG COURT. AND WHEN WE GOT THAT TRUCK IN OUR DEPARTMENT, WE WERE ACTUALLY SURPRISED AT HOW MUCH WE USE THAT TRUCK ON A DAY TO DAY BASIS. AND. ABOVE AND BEYOND THE VEGETATIVE MAINTENANCE. WE'VE USED IT FOR SO MANY VARIOUS TASKS, LIKE PUTTING UP SIGNS AT THE CALLAWAY STADIUM, PUTTING UP CHRISTMAS DECORATIONS ON THIS BUILDING WE'RE IN RIGHT NOW. WE MAINTAIN SEVERAL TRAFFIC WELL, NOT TRAFFIC LIGHTS, CAUTION LIGHTS, AND WHEN THOSE REQUIRE MAINTENANCE, YOU HAVE TO CHANGE OUT A BULB OR WHATEVER.
