THANK YOU ALL FOR GATHERING AND HEARING US OUT TODAY. SO MY NAME IS BILL HUNNICUTT, AND I RUN THE DOWNTOWN DEVELOPMENT AUTHORITY HERE IN LAGRANGE. AND WE HAVE NOT HAD A PLAN FOR OUR DOWNTOWN SINCE RIGHT AT 2000. SO IT'S IT'S BEEN 25 YEARS SINCE WE'VE HAD A PLAN. AT LAST PLAN WAS DONE AND PAID FOR ENTIRELY BY THE CALLAWAY FOUNDATION. AND THAT PLAN IS WHAT BROUGHT US EVERYTHING YOU SEE IN OUR DOWNTOWN THAT'S HAPPENED OVER THE PAST 20 PLUS YEARS, WHICH INCLUDES THE HOTEL, THE AMC THEATER SUITE LAND, THE PARKS, WILD LEAF, THE GYM, THE THE RESTAURANTS DOWNTOWN. ALL THOSE WERE PART OF THAT PLAN. AND THAT PLAN. WE'VE CHECKED ALL THE BOXES, AND THAT WAS DONE SEVERAL YEARS AGO, AND WE FEEL LIKE WE'RE REALLY AT A PLACE THAT WE NEED TO HAVE A NEW PLAN. AND MY BOARD ASKED THAT WE GO AND ASK FOR SUPPORT FROM OTHER ENTITIES AROUND THIS COUNTY THAT HAVE A VESTED INTEREST IN OUR DOWNTOWN. THE THE DOWNTOWN LAGRANGE IS THE HEARTBEAT OF THIS COMMUNITY, AND WE NEED TO MAKE SURE THAT WE'RE ALL IN TOGETHER TO TO PULL IT IN THE RIGHT DIRECTION. SO MY BOARD ASKED ME TO FIND A GENTLEMAN, WHICH WE HAVE, AARON FORTNER, WHO I'M GOING TO INTRODUCE IN JUST A SECOND, BUT JUST WANTED TO LET YOU GUYS KNOW THE IMPORTANCE OF THIS FOR OUR COMMUNITY. WE WE'VE ACTUALLY HAD COME AND PRESENTED TO THE COUNTY COMMISSIONERS, AND THEY SEEM SUPPORTIVE OF THE IDEA. BUT ASK THAT WE COME TO Y'ALL'S GROUP TO TO SEEK THE FUNDS. SO WHAT WE'RE ASKING IS THAT EACH OF OUR ENTITIES BE IN THE COUNTY AND THE CITY AND THE INDUSTRIAL DEVELOPMENT AUTHORITY AND THE CALLAWAY FOUNDATION AND MY OFFICE EACH SPLIT THE TOTAL COST OF THE PLAN BY ONE FIFTH. AND SO WHAT WE'RE HERE ASKING FOR TODAY IS $35,000, WHICH IS ONE FIFTH OF THE TOTAL COST. WE'VE ALSO INCLUDED WE'VE ALREADY STARTED THIS. YOU KNOW, THIS DEAL THAT WE'RE DOING WITH THE PLAN. WE'VE WE'VE GOT MEETINGS. ACTUALLY, AARON WAS JUST MEETING THIS MORNING. AND WE DO HAVE COUNTY. ERIC IS PART OF THE THE STEERING COMMITTEE FOR THIS GROUP. SO WE WANT TO MAKE SURE THAT EVERYONE'S VOICE IS HEARD. AND I WANT THIS WHEN IT COMES OUT TO BE A PLAN THAT WE'RE ALL BEHIND, THAT IT'S NOT JUST ONE GROUP CREATED THE PLAN THAT THEY THINK SHOULD HAPPEN, BUT THAT WE ALL HAVE A VOICE IN THAT. YOU KNOW, I THINK BIG PICTURE, WHAT WE'RE TRYING TO DO IS UNDERSTAND FOR THE NEXT 25 YEARS, WHAT IS WHAT CAN DOWNTOWN DO FOR TROUP COUNTY AND LAGRANGE? THERE'S A UNIQUE ROLE THE DOWNTOWN HAS TO PLAY.GREAT WOLF HAS ITS OWN ROLE TO PLAY. THERE'S ALL KINDS OF PARTS OF YOUR COUNTY THAT HAVE DIFFERENT ROLES TO PLAY, ESPECIALLY WITH ECONOMIC DEVELOPMENT. BUT THE DOWNTOWN IN THE COUNTY, THE DOWNTOWN LAGRANGE, IS REALLY IT HAS ITS OWN UNIQUE ROLE TO PLAY. AND SO THAT'S REALLY WHAT WE'RE TRYING TO FIGURE OUT TOGETHER IS FOR THE NEXT 25 YEARS, WHAT ROLE WILL THE DOWNTOWN PLAY IN THE ECONOMIC DEVELOPMENT SUCCESS OF THE COUNTY AND THE CITY? SO THIS IS OUR PROCESS. WE START OFF WITH BASELINE DATA COLLECTION. WE'RE DOING THAT WORK NOW. WE'RE UNDERSTANDING ALL THE BUSINESSES THAT ARE IN THE DOWNTOWN, THE CONDITION OF

THE DOWNTOWN, VACANT PARCELS, VACANT BUSINESSES WHERE THE AREAS OF BLIGHT OR DISREPAIR.SO WE'RE DOCUMENTING ALL THAT. WE'LL BE ESTABLISHING OUR VISION AND GOALS FOR THE DOWNTOWN. WE'LL HAVE A NEW SET OF VISION AND GOALS FOR THE DOWNTOWN. WE'RE GOING TO HAVE PUBLIC ENGAGEMENT THROUGHOUT THIS APPROXIMATE SIX MONTH PROCESS. THAT PUBLIC ENGAGEMENT WILL BE A STEERING COMMITTEE, AS BILL MENTIONED, AND FOCUS GROUP INTERVIEWS, WHICH WE ARE CURRENTLY UNDERWAY WITH NOW TALKING TO MERCHANTS, RETAILERS, PROPERTY OWNERS, ANY ORGANIZATION THAT'S IN THE DOWNTOWN, WE'RE WE'RE ASKING TO MEET WITH THEM TO GET THEIR INPUT, AND THEN WE'LL HAVE LARGE SCALE COMMUNITY FORUMS, WHICH WILL BE OPEN TO THE BROAD PUBLIC. PEOPLE WILL BE ABLE TO COME FROM WHEREVER THEY ARE IN TROUP COUNTY AND COME TO MEETINGS AND AND SHARE WHAT THEIR HOPES ARE FOR THE FUTURE OF DOWNTOWN. WE'RE ALSO DOING A MARKET ANALYSIS. SO WE'RE WE'RE NOT JUST, YOU KNOW, MAKING WISH LISTS OF ALL THE THINGS WE THINK WE WANT. WE'RE MATCHING OUR WISH LIST WITH A MARKET ASSESSMENT THAT'S TELLING US WITH A GROUP CALLED KB ADVISORS WHO ARE ECONOMIC DEVELOPMENT CONSULTANTS, AND THEY'RE TELLING US WHAT THE MARKET WILL SUPPORT OVER THE NEXT 10 TO 20 YEARS IN TERMS OF HOUSING SUPPLY, RETAIL, OFFICE, ENTERTAINMENT, HOTEL. THEY'RE GIVING US A MARKET ANALYSIS OF WHAT WE THINK COULD BE SUPPORTED IN THE DOWNTOWN. WE'RE ALSO AS PART OF OUR WORK, WE'RE COORDINATING WITH THE CITY ON THE DOWNTOWN HISTORIC DISTRICT GUIDELINES, WHICH A LOT OF THE DOWNTOWN WILL. THE DOWNTOWN IS IN A HISTORIC DISTRICT, SO OUR WORK WILL BE SENSITIVE TO THAT. AND THEN FINALLY, WE'LL END WITH THE RECOMMENDATIONS WE'LL HAVE.
WE'LL HAVE SPECIFIC PLANS FOR SPECIFIC PARCELS. AS BILL SAID, THE LAST 25 YEARS HAD SOME REALLY GREAT IDEAS THAT GOT CALLED OUT IN THE PLAN AND GOT DONE. WE WILL HAVE A NEW LIST OF THE THINGS THAT THAT WILL GET DONE, AND THIS IS JUST A REFERENCE ON THE SIDE, AN IMAGE OF A MASTER PLAN I DID FOR DOWNTOWN OPELIKA THAT SHOWS KIND OF THE VISION THAT WILL COME OUT OF A PLAN LIKE THIS. LET ME GO TO THE NEXT PAGE. WE'LL HAVE AN IMPLEMENTATION STRATEGY WHERE WE DON'T JUST CREATE A LIST OF ALL THE THINGS WE WANT, BUT WE ACTUALLY FORCE OURSELVES TO GO THROUGH THE PROCESS OF IDENTIFYING WHO'S GOING TO DO EVERYTHING. IF WE'VE GOT ALL THESE IDEAS, WHO'S DOING IT, WE NEED TO KNOW WHERE, HOW'S IT GOING TO BE FUNDED, WHO ARE THE PEOPLE GOING TO BE, WHAT ENTITIES, WHAT ORGANIZATIONS WILL DO ALL THE THINGS. SO THAT'LL BE A PART OF IT. WE'LL TAKE THE PLAN THROUGH ADOPTION. SO WITH WITH THE CITY OF LAGRANGE, THEY WILL ACTUALLY ADOPT THE PLAN. AND BY THE CITY COUNCIL. AND THEN OUR PROJECT MANAGEMENT TASKS. THAT IT. AND THIS IS JUST A BIT OF A BREAKDOWN OF OUR BUDGET FOR THE TOTAL PROJECT, WITH ALL THE TASKS THAT I JUST TALKED THROUGH. AS BILL SAID, WE'VE JUST STARTED WE'VE STARTED WITH THE BASELINE DATA COLLECTION, AND WE'VE ALSO STARTED WITH OUR FOCUS GROUP INTERVIEWS. AND WE WOULD REALLY LOOK TO THE NEXT SEVERAL MONTHS TO PICK UP SPEED AND TO BEGIN DOING THE REST OF THE WORK ON THE MASTER PLAN. WITH THAT, I'M HAPPY TO BILL AND I CAN ANSWER ANY QUESTIONS YOU ALL MIGHT HAVE. YOU SAID WE WOULD PICK UP ONE FIFTH OF THE TOTAL. WHO ARE THE OTHER FOUR ENTITIES? THE OTHER FOUR? YES. MY OFFICE IS DOWNTOWN DEVELOPMENT AUTHORITY, THE INDUSTRIAL DEVELOPMENT AUTHORITY, THROUGH THE COUNTY.
THE CITY OF LAGRANGE AND THE COUNTY COMMISSION. OKAY. JUST CURIOUS, WHY DID WHY DIDN'T CALLAWAY WANT TO FUND IT THIS GO AROUND? SO THE KAVLI FOUNDATION MADE A CONSCIOUS DECISION COUPLE YEARS AGO. ONCE THE THAT PLAN THEY HAD PUT TOGETHER THAT THEY HAD COMMITTED TO HELP MAKE THAT PLAN HAPPEN. THEY DID QUITE FRANKLY MISS CARTER, THE THEY HAVE SHIFTED THEIR FOCUS TO EDUCATION, POVERTY AND AFFORDABLE HOUSING. THEY FEEL LIKE THEY THEY PUT $60 MILLION IN THIS DOWNTOWN TO MAKE MAKE IT WHAT IT IS. AND SO THEY JUST MOVED THEIR FOCUS TO EDUCATION. AFFORDABLE HOUSING. AND SO THEY THEY STILL ARE PART OF DOWNTOWN

AND WANT TO BE A PART OF IT, BUT THEY'RE JUST NOT, I GUESS, WILLING TO FUND EVERYTHING LIKE THEY DID IN THE PAST, THAT THEY THEY FEEL LIKE THEY'VE DONE THEIR PART. AND NOW WE AS A COMMUNITY NEED TO STEP UP TOGETHER WITH WITH THEIR SUPPORT BUT NOT FOCUS. I GOTCHA.SO A LOT OF THESE FUNDS TO TO TO IMPLEMENT THIS WILL BE WHERE WHERE I KNOW YOU SAID 50 MILLION ON THE LAST PLAN. I'M ASSUMING THAT WILL BE NOT THAT MUCH ON THIS PLAN. WHERE WERE THOSE FUNDS COME FROM? SO PRIVATE DEVELOPMENT OKAY. THIS IS YOU KNOW WHAT? WE ALL HAVE A PLAN. THEN WE KNOW THAT'S WHAT THE DEVELOPERS WANT TO SEE. THEY WANT COMMUNITY AS A WHOLE.
COMMUNITY COMES BEHIND IS BEHIND THIS. AND THAT'S THAT'S ONE OF THE REASONS TO TO TO COME TO ALL OF US AND HAVE US ALL COME TOGETHER TO CREATE THIS PLAN. BECAUSE AT THE END OF THE DAY, IT'S GOING TO TAKE ALL OF US TO HELP. BUT BUT WHEN YOU GO LOOK FOR GRANT MONEY, WHEN YOU GO LOOK FOR DEVELOPMENT, THEY WANT TO KNOW THAT YOU HAVE A PLAN, AND THEY WANT TO KNOW THAT EVERYBODY IN THE COMMUNITY IS BEHIND THAT PLAN, HELPED CREATE THAT PLAN SO THAT THAT'S THE PURPOSE OF WHAT WE'RE DOING AND WHY WE'RE DOING IT THAT WAY. THE LAST PLAN, JUST AGAIN, JUST KIND OF CURIOUS HOW MUCH OF IT DID DID WE COMPLETE? 70%, 50%, 90%. DID WE? YOU SAID WE CHECKED THE BOXES. YES. EVERYTHING THAT WAS A PART OF THAT PLAN HAPPENED.
REALLY? OKAY. YEAH. THE AND YOU KNOW, SOMETIMES PLANS DON'T HAVE AN EXACT. BUT LIKE WHERE WILD LEAP IS IT WAS WANTED A PART ON THAT END OF DOWNTOWN AND THEY WANTED A GATHERING PLACE OR SOMETHING DOWN THERE THAT WOULD, WOULD BRING PEOPLE INTO AN OPEN ENTERTAINMENT AREA THAT BECAME THE BREWERY. YOU KNOW, IT WASN'T SPECIFICALLY A BREWERY THERE, BUT THERE. THERE WAS FOR DEVELOPMENT. THERE WAS THEY THEY WANTED A THEATER DOWNTOWN. THEY WANTED AN EVENT CENTER DOWNTOWN, WANTED A HOTEL DOWNTOWN. AND THEN SWEETLAND BECAME, YOU KNOW, AN ENTERTAINMENT SOURCE DOWNTOWN. AND THEN PART OF THE PLAN IS YOU NEED GOOD RESTAURANTS. AND THEY WANTED THE GYM DOWNTOWN. AND SO THAT'S WHY OUR OFFICE OWNS DEVELOPMENT. THEY OWN SEASONS MAYOR. SO THE GYM, THE DISTRICT FOUR OFFICE, WILDLY. ALL THOSE WERE THE CALLAWAY FOUNDATION DOING THOSE PROJECTS. AND THEN THEY WOULD HAND THEM TO THE DELTA TO MANAGE AND OVERSEE, WHICH HELPS US PUT MONEY BACK IN THE DOWNTOWN. THAT'S WHERE MOST OF OUR FUNDING COMES FROM. INSTEAD OF INSTEAD OF HAVING TAXES. YOU KNOW, MOST OF OUR FUNDING COMES FROM RENTAL INCOME FROM THOSE ENTITIES. SO THEY THEY DID IT DID TWO THINGS. ONE, IT CREATED THE PLAN AND IT MADE IT HAPPEN, BUT IT ALSO DID IT IN A WAY THAT THAT HAD A VIBRANT DOWNTOWN DEVELOPMENT AUTHORITY THAT HAD FUNDING TO DO OTHER THINGS TO, TO HELP THE DOWNTOWN CONTINUE TO GROW. WHAT ABOUT THE APARTMENTS ON THE SOUTH SIDE, W.C. BRADLEY OR WHATEVER? WAS THAT ON THE FIRST PLAN? NO. SO SO THAT'S, YOU KNOW, THAT, TAD, WE DID LAST YEAR, WHICH IT'S A GREAT QUESTION. PEOPLE HAVE ASKED ME. LIKE, I THOUGHT WE JUST HAD A PLAN LAST YEAR THAT WE HELPED. SO THE TAD IS A PIECE OF DOWNTOWN. AND SO THAT WAS KIND OF A, I GUESS, LOW HANGING FRUIT, IF YOU WANT TO SAY IT THAT WAY OF WE KNOW WE NEED RESIDENTIAL HOUSING.
THAT'S THE ONE PIECE THAT THAT PLAN, THE ORIGINAL PLAN DIDN'T INCLUDE WAS RESIDENTIAL LIVING DOWNTOWN, WHICH IS A CRITICAL PIECE TO HAVING A VIBRANT DOWNTOWN. YOU HAVE TO HAVE PEOPLE LIVING THERE, AND IT'S QUITE FRANKLY, IT'S AMAZING PEOPLE THAT COME IN. I THINK EVERYONE WILL TELL YOU FOR A TOWN TO BE AS VIBRANT AS WE ARE AND HAVE NOBODY LIVING THERE IS, IS IS ALMOST UNHEARD OF. YOU KNOW, USUALLY YOU HAVE TO HAVE ONE TO HAVE THE OTHER. SO WE WE NEED THAT. WE ALL KNEW THAT. WE ALSO DESPERATELY NEED ANOTHER HOTEL HERE. AND SO THAT WAS JUST KIND OF A LOW HANGING FRUIT THAT WE KNOW WE COULD DO DOWN THERE. BUT THIS PLAN IS WAY MORE COMPREHENSIVE. THIS IS NOT JUST THE CURRENT DOWNTOWN, BUT THIS PLAN WILL BE LOOKING OUTSIDE OF THAT DOWNTOWN TO SEE IF WE NEED TO ENLARGE IT, BRING OTHER PIECES OF THE OF THE TOWN INTO THE DOWNTOWN DISTRICT. I'M GUESSING THAT THAT DEVELOPMENT THAT WILL BE A PART OF THAT PLAN. YEAH, YEAH, THAT WAS JUST KIND OF AND THAT'S KIND OF WHAT BROUGHT US TO WE NEED A BIGGER PLAN INSTEAD OF JUST TRYING TO PIECE IT ONE LITTLE THING AT A TIME, AS WE, WE KNOW WE NEED WE NEED TO HAVE A REAL PLAN FOR THE FUTURE. YOU KNOW, THAT THAT TAD AND WHAT WE'RE DOING DOWN THERE IS REALLY MORE REACTIONARY TO WHAT WE KNOW WE HAVE TO HAVE. WE'RE BEHIND. WE NEEDED A HOTEL ALREADY. WE NEEDED PEOPLE LIVING HERE ALREADY. THAT'S SOMETHING WE ALL KIND OF KNEW. THIS IS MORE LOOKING INTO THE NEXT 15 TO 20 YEARS ABOUT WHAT IS OUR DOWNTOWN NEED TO LOOK LIKE, AND WHERE DO WE NEED TO GROW TO TO KEEP UP WITH WHAT WE HAVE? USE

THE TERMS. I HEAR THERE A LOT IN DIFFERENT PLACES. AFFORDABLE HOUSING. WHAT IS IT? I MEAN, WHAT IS? GIVE ME A DEFINITION. I THINK WHAT YOU THINK AFFORDABLE AFFORDABLE HOUSING.RIGHT. SO YOU'RE RIGHT. THAT'S THAT'S ONE OF THE, YOU KNOW, YOU HEAR WORKFORCE HOUSING, YOU HEAR AFFORDABLE HOUSING. THERE'S ALL THESE TERMS THAT THAT DIFFERENT GROUPS USE. AT THE END OF THE DAY, AFFORDABLE MEANS HOUSING THAT PEOPLE CAN OWN WITH THE INCOME THAT YOUR COMMUNITY PRODUCES. SO WE IN LAGRANGE HAVE A TREMENDOUS PROBLEM WITH RENTAL, WITH RENTAL HOUSES, OUR OUR RENTAL VERSUS OWNERSHIP OF HOUSING IS WAY, WAY OUT OF SKEW. WHEN PEOPLE COME HERE THAT I MEET, THEY CAN'T BELIEVE THAT WE HAVE A TOWN AS VIBRANT AS WE DO WITH THE FACT THAT WE HAVE SO MUCH RENTAL HOUSING VERSUS OWNERSHIP. SO AFFORDABLE HOUSING MEANS HOUSING THAT PEOPLE THAT WORK IN YOUR COMMUNITY CAN AFFORD TO OWN, NOT RENT. JUST WANT TO HEAR. I THOUGHT, I THOUGHT THAT WHAT IT MEANT, BUT I, I WHEN I TALKED WITH FOLKS THAT EVEN WHEN AFFORDABLE HOUSING OR APARTMENTS OR WHATEVER SEEMED LIKE A WAY, WAY, WAY, WAY WHEN I, YOU KNOW, I KNOW IT CAN'T BE BECAUSE I SERVED ON ON THE HABITAT BOARD FOR SOME TIME.
RIGHT. AND THAT'S I KNOW IT CAN'T I KNOW WE COME OUT OWNERSHIP STUFF LIKE THAT. BUT WHEN YOU. YEAH. OKAY. ALRIGHT. YEAH. AFFORDABLE HOUSING IS A IT'S A, IT'S A HARD ISSUE BECAUSE TO, TO GET PEOPLE OUT OF THE RENTAL MENTALITY INTO OWNERSHIP MENTALITY IS IS NOT JUST A CASE OF, YOU KNOW HAVE A JOB AND AND BE ABLE TO TO MAKE YOUR PAYMENTS. THERE'S A LOT TO IT. AND THAT'S WHY THE FOUNDATION HAS SEEN THAT, THAT THERE'S THERE'S MORE TO AFFORDABLE HOUSING THAN JUST HOPING PEOPLE WILL COME IN AND BUILD A HOUSE THAT SOMEBODY CAN AFFORD. RIGHT? I MEAN, THAT'S THAT'S THE ECONOMICS JUST DON'T WORK. EXACTLY RIGHT. AND SO YOU HAVE TO HAVE A PLAN. YOU HAVE TO HAVE NOT ONLY THE BUILDING OF THE HOUSING, BUT YOU HAVE TO HAVE EDUCATION TO THE PEOPLE THAT NEED TO BE BUYING HOUSES TO BECOME HOMEOWNERS IN OUR COMMUNITY VERSUS RENTERS. BUT THAT'S THAT'S GETTING OUT OF MY LANE A LITTLE BIT. YOU KNOW, TYPICALLY THE DOWNTOWN, WHAT WE NEED JUST IN THIS DOWNTOWN DISTRICT, WHICH IS MY JOB TO MAKE SURE THAT WE HAVE A VIBRANT, HISTORIC DOWNTOWN THAT'S, YOU KNOW, THERE'S NOT A LOT OF ROOM FOR HOUSING, BUT WE DO NEED SOME HOUSING DOWNTOWN. IF THE BOARD WISHES TO APPROVE THE EXPENDITURE, IT CAN DO SO BY MOTION AND VOTE TO PROVIDE A CLEAR CAP AND TO MAKE CLEAR THAT THE MASTER PLAN INTENDED TO BENEFIT THE COUNTY AS A WHOLE AND NOT JUST DOWNTOWN, THE FOLLOWING MOTION COULD BE USED I MOVE, I MOVE THAT THE TROUP COUNTY DEVELOPMENT AUTHORITY AUTHORIZES PARTICIPATES IN FUNDING THE LAGRANGE TOWN DOWNTOWN MASTER PLAN IN THE AMOUNT OF $35,000, SUBJECT TO AVAILABLE FUNDS AND TERMS ACCEPTABLE ACCEPTABLE TO THE AUTHORITY, WITH THE UNDERSTANDING THAT THE PLAN WILL ADDRESS HOW IT RECOMMENDATIONS ARE EXPECTED TO BENEFIT COUNTY WIDE ECONOMIC DEVELOPMENT AND FURTHER AUTHORIZE THE CHAIRMAN AND SECRETARY TO TAKE ANY ACTIONS NECESSARY TO CARRY OUT THIS APPROVAL.
