LIKE I SAID, I'LL BE COMING BEFORE YOU THIS EVENING TO ASK PERMISSION TO ENTER INTO A CONTRACT WITH PLAY SOUTH FOR CONSTRUCTION OF OUR INCLUSIVE PLAYGROUND AT WHITESVILLE ROAD. TO GIVE YOU A LITTLE BIT OF HISTORY. HOW WE GOT HERE. ABOUT A YEAR AND A HALF AGO, WE CAME BEFORE THE BOARD TO ASK PERMISSION TO APPLY FOR THE DNR GRANT, FOR IT WAS A 700,000, WHICH WOULD BE MATCHING 350 FROM THE COUNTY, 350 FROM FEDERAL GOVERNMENT. THIS GRANT WAS HIGHLY COMPETITIVE. WE SAT DOWN AND BRAINSTORMED OF WHAT WE WANTED TO PUT IN THE GRANT, WHAT WE THOUGHT WE NEEDED IN THIS COMMUNITY, AND THE ONE THING I FELT THAT WE REALLY WERE LACKING WAS A PLAYGROUND AT THE WEICHSEL ROAD FACILITY, AND WE DID NOT HAVE ANY OF OUR PLAYGROUNDS AT COUNTY RUN THAT WERE INCLUSIVE FOR PEOPLE WITH HANDICAP DISABILITIES AND STUFF LIKE THAT. SO THAT'S WHAT WE WROTE THE GRANT FOR A LITTLE BIT ABOUT THE INCLUSIVENESS AND THE DISABILITIES. YOU MAY HAVE SOME PEOPLE SAY, WHY ARE WE GOING TO SPEND THIS MONEY WHEN ONLY MAYBE 1% OF OUR POPULATION IS MAYBE HANDICAPPED OR DISABLED? WELL, LIKE I SAY, MY THOUGHT PROCESS IS THAT 1% DESERVES THE OPPORTUNITY TO PLAY THE SAME AS EVERYONE ELSE. BUT HERE'S THE THE THE HIDDEN HIDDEN FACTOR THAT PEOPLE DON'T REALIZE THAT THEIR DISABILITY AFFECTS ABOUT 75, 17 TO 20% OF OUR POPULATION. AND YOU SAY HOW WELL THEY HAVE BROTHERS, THEY HAVE SISTERS, THEY HAVE COUSINS, THEY HAVE SIBLINGS. AND WHEN THEY LOOK FOR A PLACE TO GO PLAY, THEY NEED A PLACE WHERE THEY CAN BE INCLUDED. AND THE ONE PART OF THE POPULATION THAT PEOPLE DON'T THINK ABOUT. AS WE ALL GET OLDER, THERE'S A LOT OF SENIORS IN THIS COMMUNITY THAT MAY BE PERFECTLY HEALTHY, BUT THEY'VE LOST THE ABILITY TO WALK. THEY'RE IN WHEELCHAIRS. THEY WANT TO GO SEE THEIR GRANDCHILDREN PLAY. THEY WANT TO BE A PART OF THAT. AND RIGHT NOW THEY CAN'T. THIS WILL PROVIDE AN OPPORTUNITY. YOU'LL SEE IT AFFECT A BIG SCOPE OF PEOPLE IN THIS COMMUNITY, AND NOT JUST THE 1% THAT ARE REALLY PHYSICALLY HANDICAPPED. IT'S ALL THE OTHER VARIABLES THAT GO ALONG WITH IT. IT'LL BE FAMILIES THAT WILL, YOU KNOW, THEIR FAMILIES THAT HAVE A DISABLED CHILD. IF THEY WANT TO PLAN A FAMILY REUNION, LET'S DO IT THERE, BECAUSE WE CAN INCLUDE EVERYBODY AND ALL THE KIDS CAN PLAY. AND THEN WE GOT TO WORK ON IT, AND I PROMISED YOU THAT I WOULD. WE HAD A $700,000 BUDGET. I WAS NOT GOING TO BE ONE OF THE PROJECTS THAT, YOU KNOW, THEY GAVE ME A BID, AND THEN ALL OF A SUDDEN WE GOT TO DO A CHANGE ORDER. THIS COST MORE. SO WHAT WE DID WAS WE WENT OUT AND GOT QUOTES FROM SOMEBODY THAT UNDER SELECT SOURCE WAS THE STATE CONTRACT. AND I TOLD THEM A FIGURE THAT I FELT COMFORTABLE. THIS IS WHAT I HAVE THAT YOU GUYS NEED TO SHOW ME YOUR DESIGN WORK, YOUR ARTWORK. AND SO BASICALLY, THAT'S WHAT'S BEFORE YOU. NOW, SOUTH HAS PUT TOGETHER A PROPOSAL AND A QUOTE FOR $579,394.40. PRETTY MUCH EVERYTHING. THE CRITERIA HAS TO BE PRESENTED. BEFORE THE TROUP COUNTY PARKS AND RECREATION COMMISSION. THEN WE WILL VET IT, VOTE ON IT, AND THEN WE WILL BRING IT BEFORE THE BOARD IF IT PASSES.
