LORD, WE THANK YOU FOR THIS TIME THAT WE CAN COME AS LEADERS IN OUR COMMUNITY TO DISCUSS BUSINESS THAT IS IMPORTANT TO THE CITIZENS OF OUR COMMUNITY, AND WE JUST ASK YOUR WISDOM AS WE GO ABOUT AND DISCERN. MAKE DISCERNMENT REGARDING THESE ISSUES. LORD, I JUST SPECIAL PRAYER AT THIS TIME FOR WORLD PEACE. IF THEY END UP BREAKING THE LAW THERE AND THEY DON'T WANT TO SEE THEM, GUESS WHERE THEY END UP AT OUR JAIL, ROUGHLY LOOKING AT OUR JAIL, I THINK YOU GUYS HAVE SOME DOCUMENTS AT YOUR DISPOSAL IN REGARDS TO THE MENTAL HEALTH LIAISON. IF YOU WANT TO BREAK THAT DOWN, THAT'S ABOUT 580 THAT ARE IN OUR ACTUAL LOCKDOWN FACILITY THAT DO NOT GO OUT TO WORK OR DO NOT HAVE A JOB OUTSIDE OF THE FACILITY. IF YOU WANT TO BREAK THAT DOWN, IF YOU LOOK AT IT, WE PROBABLY HAVE ABOUT 60 INDIVIDUALS ON PAPER THAT HAVE BEEN DIAGNOSED WITH MENTAL HEALTH ISSUES. IF YOU WANT TO GO EVEN A LITTLE FURTHER, I DID SOME DIALING IT DOWN AND TALK TO SOME OF MY CORRECTIONAL OFFICERS THAT DEAL IN THE MENTAL HEALTH WING EVERY DAY. THAT'S MORE LIKE 100 TO 150 INSTEAD OF 60 THAT ARE DIAGNOSED. WE PROBABLY GOT ROUGHLY 150 FOLKS IN THERE. IF YOU WANT TO BREAK THAT DOWN, THAT'S ABOUT 25.8% OF OUR POPULATION. THAT'S A QUARTER OF THE POPULATION. THAT'S A LOT OF FOLKS. STUDIES HAVE SHOWN THAT ABOUT 37%. I TAKE THAT BACK. 44% OF INDIVIDUALS IN JAIL IN THE UNITED STATES HAVE SOME MENTAL HEALTH ISSUES, AS YOU KNOW. AND I'M NOT PREACHING TO THE CHOIR, BUT I. JAIL IS NOT A MENTAL HEALTH FACILITY. BEING LOCKED UP EXACERBATES THAT. AT TIMES.

THEY'RE ISOLATED. IT CAUSES MORE ISSUES IF YOU IF YOU'RE PUT IN, YOU KNOW, BEING IN JAIL, THEY'RE ALREADY SOMEWHERE THEY DON'T WANT TO BE. AND IF THEY'VE BEEN SOMEWHERE WHERE THEY'RE TRYING TO GET MENTAL HEALTH HELP AND THEN NOW THEY'RE IN JAIL. WE'RE NOT SET UP FOR THAT. IT WAS KIND OF LIKE WHEN WE GO FOR COVID, JAILS WEREN'T REALLY SET UP FOR COVID, BUT WE HAD TO FIGURE IT OUT. AND THAT'S WHY I'M IN FRONT OF YOU GUYS RIGHT NOW. WE GOT TO FIGURE THIS OUT. AND THIS IS WHERE I WANTED TO BRING THE MENTAL HEALTH LIAISON. THIS WOULD BE AN INDIVIDUAL THAT WOULD BE A COUNTY EMPLOYEE THAT WOULD WORK FOR US. WE DO HAVE A MENTAL HEALTH LIAISON WITH THE CURRENT HEALTH CARE PROVIDER, BUT THAT'S JUST ONE INDIVIDUAL. THIS IS SOMEONE THAT I WANT TO BE A COUNTY EMPLOYEE THAT WOULD WORK FOR US. THAT WOULD BE A LINK BETWEEN THE COMMUNITY AND THE JAIL. BE KIND OF LIKE A SOCIAL WORKER IN JAIL TO A POINT. BUT THEY WOULD BE A CERTIFIED CORRECTIONAL OFFICER, BUT WOULD HAVE THE EDUCATION AND THE BACKGROUND OF MENTAL HEALTH AND BEHAVIORAL HEALTH SERVICES. WE GOT TO HAVE IT. WE'RE MODELING IT AFTER MUSKOGEE COUNTY. THEY'VE HAD THEIR PROGRAM IN PLACE FOR ABOUT A YEAR. WE'VE GONE DOWN THERE AND

TALKED TO THEM. THE KEY PART, THE KEY THING TO THIS IS THE RELATIONSHIPS THAT WE BUILD WITH OUR COMMUNITY PARTNERS OUTSIDE WITH MENTAL HEALTH. AND WHAT WE'RE DOING. THIS WOULD NOT JUST BE SOMETHING THAT THEY'RE DOING INSIDE THE JAIL, BUT WOULD ALSO KIND OF KEEP TABS ON THEM OUTSIDE THE JAIL. BECAUSE WE HAVE FREQUENT FLIERS, WE'RE REVOLVING DOOR. WE'RE NOT LIKE A PRISON WHERE ONCE THEY'RE THERE, THEY'RE THERE. WE HAVE INDIVIDUALS, AND YOU CAN WALK THE STREETS AND SEE THAT THERE IS A MENTAL HEALTH PROBLEM WITHIN LAGRANGE AND TROUP COUNTY. AND WHERE DO THEY COME? THEY COME TO OUR FACILITY. THIS INDIVIDUAL IS SOMEBODY THAT WE'RE PROBABLY GOING TO HAVE TO LOOK AT, PAYING A LITTLE MORE THAN OUR NORMAL JAILER, OUR JAILER MAKES RIGHT NOW ABOUT 42, 806. MUSKOGEE COUNTY HAS THIS INDIVIDUAL AT ABOUT 65,000 IS WHAT THEY MAKE A YEAR. I KNOW WE NEED TO TALK NUMBERS AND THAT'S SOMETHING WE NEED TO GET UPFRONT. BUT IF WE'RE GOING TO GET AN INDIVIDUAL WITH THIS EXPERTISE, WE NEED TO WE'RE GOING TO HAVE TO PUT INVEST IN THEM. WE'RE GOING TO HAVE TO DO THIS. AND THEY END UP IN OUR FACILITY, BUT THEY WERE THERE TO GET MENTAL HEALTH EVALUATION. WE KIND OF MISSED THE BOAT AT TIMES, AND MAYBE WE CAN FACILITATE SOME WAYS TO NOT EVEN GET THEM TO JAIL. MAYBE WE CAN DO SOME TYPE OF PRETRIAL DIVERSION. WE CAN FIGURE SOMETHING OUT. WE'VE GOT TO DO SOMETHING. SO THAT'S WHAT I'M COMING TO YOU GUYS TODAY TO KIND OF LAY THAT OUT THERE TO YOU. OH, YEAH, AS THEY HAVE IN MUSKOGEE. AND TO BE HONEST WITH YOU, COMMISSIONER, IF YOU GO TO COWETA COUNTY, WHICH IS UP THE ROAD, WE HAVE A WHOLE HECK OF A LOT MORE IN OUR FACILITY THAN COWETA HOUSES. AND I'M GOING TO BE HONEST WITH YOU, OUR JAIL IS GOING TO GET A LOT MORE FULLER BECAUSE WE'VE GOT SOME VACANCIES IN THE DISTRICT ATTORNEY'S OFFICE. WE'VE ALSO GOT SOME VACANCIES IN THE SOLICITOR'S OFFICE. SO COURT PROCEEDINGS ARE GOING TO BE A LITTLE SLOWER, AND WE'RE GOING TO HAVE MORE PEOPLE COMING TO OUR FACILITY. WE ABSOLUTELY ARE.

SO THIS MENTAL HEALTH LIAISON, YOU SAID WE HAVE ONE THAT IS THROUGH THE HEALTH CARE PROVIDER. THAT INDIVIDUAL SEES ABOUT 60 PEOPLE, BUT THAT'S ONE PERSON. AND THAT PERSON WORKS FOR THE HEALTH CARE PROVIDER, DOESN'T WORK AT THE DISCRETION OF THE SHERIFF'S OFFICE, WORKS THROUGH US, BUT IS MORE GUIDED BY THE HEALTH CARE PROVIDER. SO WITH THIS POSITION, WOULD THAT ALLOW, I GUESS, ONCE THE EVALUATION IS DONE? YES, SIR. TT THROUGH? WITH PROBATE COURT AND ALL THE HEALTH CARE FACILITIES AND THE INDIVIDUAL THAT WE MET WITH IN MUSKOGEE COUNTY HAS A DIRECT LINE TO THE PROBATE JUDGE AND SAY, HEY, I NEED SOM ON THIS. AND THAT'S WHERE I WAS TALKING ABOUT THE RELATIONSHIPS. BECAUSE I CAN SEND THEM TO JAIL SCHOOL AND GET THEIR CERTIFICATION IN TWO WEEKS. I WANT THEM TO GO IN AND HAVE THE EXPERIENCE AND MAYBE THE ACCREDITATION AND THE EDUCATION WITH THE BEHAVIORAL HEALTH, BECAUSE I CAN GET THEM INTO JAIL SCHOOL. BUT THEY WOULD BE THE LIAISON TO SAY, HEY, WE'VE GOT AN INDIVIDUAL, MAYBE WE NEED TO GET A MENTAL HEALTH EVALUATION. CAN WE GO AHEAD AND GET THEM IN FRONT OF COURT? CAN WE DO THAT? WOULD BE A LIKE A HANDLER, SO TO SPEAK, TO GET THESE INDIVIDUALS KIND OF MOVED OUT OF THE FACILITY AND WHERE THEY NEED TO GO TO FOR BEHAVIORAL HEALTH. YES, SIR. YES, SIR. PATHWAYS IN THIS COMMUNITY FOR A LONG TIME. YES, SIR. THANK YOU. MENTAL HEALTH HAD A DIFFERENT NAME. IS PATHWAY STILL AN OPTION IN OUR COMMUNITY? THE STATE TO HELP US? YES AND NO. YES, SIR. BUT FOR MOST OF OUR MENTAL HEALTH TRANSPORTS, IF WE DON'T HAVE AN IN CARE TREATMENT FACILITY HERE, WE GO INTO WILLOWBROOK, WHICH IS WHAT? NEAR VILLA RICA. IS THAT CORRECT? WE TRANSPORT ALL THE WAY UP THERE. WE PASS OUR. WE PASS EACH OTHER IN THE ROAD WITH MENTAL HEALTH EVALUATIONS. WE TRY TO FACILITATE PEOPLE TO SELF TRANSPORT, BUT A LOT OF TIMES THAT'S NOT GOING TO HAPPEN. SO WE DO THE TRANSPORTS, WE COORDINATE THE TRANSPORTS. AND I'D SAY WE PROBABLY DO ROUGHLY 5 TO 7 A WEEK FOR MENTAL HEALTH BECAUSE THEY'LL GO EVALUATE AT THE HOSPITAL. THEN WE'LL PICK THEM UP ON THE INVOLUNTARY FORM TO BE EVALUATED. AND THEN WE CARRY THEM WHEREVER THAT DESIGNATION SAYS THEY'RE TO GO TO. SO YEAH, WE STAY BUSY. SO YOU YOU PICK THEY'RE PICKED UP FROM THE HOSPITAL SOMETIMES. OKAY. SOMETIMES THEY ARE, SIR. YUP. THEY'RE THEY'RE THEY'RE OUT THERE FOR A MENTAL HEALTH EVALUATION. THEN ALSO AN INDIVIDUAL CAN GO FRONT OF THE PROBATE JUDGE AND TESTIFY TO WHY THIS PERSON IS A DANGER TO THEMSELVES OR OTHERS AND FILL OUT A FORM. AND THEN THAT FORM IS BROUGHT DOWN TO WE CALL IT A TEN. 13 IS WHAT WE CALL IT. AND THAT'S BROUGHT DOWN TO THE SHERIFF'S OFFICE. THEN THE DEPUTY GOES OUT AND SERVES THAT PAPER ON THAT INDIVIDUAL AND TAKES THEM INTO CUSTODY, AND THEN TRANSPORTS THEM TO WHEREVER IT SAYS TO, THEY'VE GOT TO GO TO. WAS EVALUATED AT THE WAS GOING TO BE EVALUATED, WAS IN OUR JAIL. WE GOT A 1013 ON THEM TO TAKE THEM TO A MENTAL HEALTH FACILITY.

THERE WASN'T A BED OPEN. THERE WAS NOWHERE TO TAKE THIS INDIVIDUAL, EVEN THOUGH WE HAD THEM INVOLUNTARY COMMITTED. THEY WERE IN OUR FACILITY AND IT HAPPENED. AND WE GOT HIM TO THAT BED. IT MIGHT HAVE TURNED OUT DIFFERENTLY. SO THERE IS ISSUES WITH GETTING THEM TO FACILITIES.

BUT WE'VE GOT TO DO SOMETHING. WE'VE GOT TO FIGURE THAT WE'VE GOT TO FIGURE IT OUT. BECAUSE AS YOU WELL KNOW, A LOT OF THE STATE FUNDED MENTAL HEALTH FACILITIES ARE DEFUNCT OR NOT IN PLACE ANYMORE. AND WHERE DOES THAT BURDEN LIE UPON THE JAIL, THE LOCAL, THE LOCAL JAILS TO DEAL WITH THAT? SO WE'VE GOT TO FIGURE SOMETHING OUT. HAVE THEIR OWN WE COULD I CAN MAKE THE ROOM. WE'VE GOT A. AND THIS WOULD BE INDIVIDUALS THAT WE WOULD PUT BECAUSE THAT'S A MEDIUM MINIMUM SECURITY FACILITY. RIGHT. WHERE WE COULD PROBABLY HOUSE THESE INDIVIDUALS UP THERE AND DEAL WITH THEM UP THERE. THE GDOT PERMITS, EVERYTHING THAT'LL TAKE THE EROSION AND SEDIMENT CONTROL PLANS. WE HAVE TO HAVE EROSION PLAN, AND HAVING THAT SUBMITTED TO THE STATE FOR APPROVAL, SO THEY HELP HANDLE ALL OF THAT SITE STUFF. AND THEIR PROPOSAL FOR US WAS $64,000 A COPY OF IT'S IN THE PACKET.
