INDIVIDUALLY AND FOR WISDOM, DISCERNMENT, AND THE COURAGE TO MAKE GOOD DECISIONS FOR THE BETTERMENT AND LONG TERM HEALTH OF OUR COMMUNITY. AND I GOT A STATEMENT HERE PREPARED. SO I'M GOING TO TRY TO KEEP IT BRIEF. AND I'VE WHITTLED IT DOWN AND TRY TO GET TO ALL THE RELEVANT STUFF WITHOUT TOO MUCH, TOO MUCH STAMMERING AND HESITATION LIKE I'M DOING RIGHT NOW. SO ANYWAY, I'M DOUG ROBERTS. OUR FAMILY IS ON LAND IN GRAY HILL COMMUNITY FOR OVER 60 YEARS. TODAY WE COME TOGETHER AS A COMMUNITY TO HOPEFULLY AGREE ON SOME THINGS THAT NOT ONLY IMPACT US, BUT AS RAY ANDERSON PUT IT, ALSO IMPACTS TOMORROW'S CHILDREN. LAST WEEK, OUR FAMILY, OUR FAMILY WELCOMED ANOTHER FIFTH GENERATION CHILD TO GRAY HILL. SO WE GOT ANOTHER GRANDBABY.
IT'S OUR RESPONSIBILITY TO PLAN AND PROTECT OUR RESOURCES AND COMMUNITY, NOT ONLY FOR OURSELVES BUT FOR OUR FUTURE GENERATIONS. OUR COMMUNITY HAS SEEN CHANGES IN THE LAST 15 YEARS WITH THE KIA COMPLEX. MORE CHANGES ARE COMING AT AN UNPRECEDENTED RATE. WE'VE ALL BEEN IMPACTED. FOR THE MOST PART. WE'VE ABSORBED ALL THE CHANGES, BOTH GOOD AND BAD. OUR COMMUNITY HAS SLOWLY RECOVERED ITS COHESIVENESS AND IDENTITY. MANY OF OUR COMMUNITY LEADERS HAVE PASSED ON OR MOVED AWAY, BUT A LOT OF THE OLD FAMILIES HAVE STAYED ON. AND NOW WE HAVE MANY NEW NEIGHBORS AND FRIENDS WHO HAVE INVESTED IN GRAY HILL BECAUSE OF ITS RURAL CHARACTER.
THEY TOO HAVE A STAKE IN OUR FUTURE. WE CAME TOGETHER AFTER THE TORNADOES. OUR CHURCHES ARE GROWING AND MORE AND MORE OF US ARE GROWING OUR OWN FOOD. AND THERE ARE SEVERAL COMMUNITY MEMBERS WHO ARE SHARING AN ABUNDANCE OF MEAT, EGGS, VEGETABLES AND FRUITS WITH OUR NEIGHBORS. WE'RE PLANTING GENERATIONAL FOOD, FOREST, ORCHARDS AND GARDENS. GRAY HILL SCHOOL FARM IS A COMMUNITY NONPROFIT THAT'S BEEN GIVING AWAY SEEDS, HEIRLOOM PLANTS, COMPOST AND MULCH. THEY'VE BEEN EXPERIMENTING SUCCESSFULLY WITH TURNING OUR NUTRIENT RICH RED CLAY SOIL INTO A THRIVING, LIVING SOIL. THEY'VE ALSO SPONSORED COMMUNITY CLASSES FOR GARDENING, CANNING AND SEWING. TROUP COUNTY IS UNIQUELY BLESSED WITH MILD CLIMATE, LONG GROWING SEASON, AND EXCELLENT ABUNDANT WATER. VISITORS OFTEN COMMENT ON OUR WATER AND ALSO HOW QUIET IT IS IN GRAY HILL, AND WE ENJOY LISTENING TO THE BIRDS AND THE FROGS AND OTHER NATURE SOUNDS, THANKS IN PART TO THE RAY WHICH INVESTED IN PAVING OUR PORTION OF INTERSTATE 85 WITH A QUIETER PAVING MEDIUM, AND WE'VE CERTAINLY BEEN ABLE TO HEAR THE DIFFERENCE. WE AS A COMMUNITY WANT TO KEEP OUR RURAL FEEL AND WAY OF LIFE, AND THAT'S WHY WE CHOSE TO INVEST OUR LIFE SAVINGS

AND OUR PROPERTY OUT OF THE CITY AND AWAY FROM THE INDUSTRIAL SPRAWL. THIS IS BEING THREATENED, AND I COMPARE IT TO THE WIDOW'S MITE STORY IN THE BIBLE, WHERE HER PENNY MEANT MORE BECAUSE IT WAS ALL SHE HAD THAN THE RICHES GIVEN BY THE WEALTHY AND EXCESS. INVESTING IN GRAY HILL STRETCHED MOST OF US TO THE LIMIT, WHEREAS THE INDUSTRY INVESTMENT IS ABOUT PROFITABILITY ABOVE THEIR MILLIONS AND SOMETIMES BILLIONS OF DOLLARS. RECENTLY WE HAD A MEETING AT GRAY HILL COMMUNITY CENTER WHERE MUCH FRUSTRATION WAS VENTED OVER TRAFFIC CONDITIONS. WHILE WE AGREE THIS NEEDS TO BE ADDRESSED, IT IS A SYMPTOM AND NOT THE ROOT CAUSE OF OUR CONCERNS. TRAFFIC PROBLEMS FOLLOW GROWTH. GROWTH IS COMING FASTER AND FASTER TO THIS PART OF THE COUNTRY, FUELED BY INDUSTRY. THE UPCOMING INLAND PORT WAREHOUSES, APARTMENT COMPLEX AND EVEN WORSE, THERE WAS TALK OF DATA CENTERS, INCLUDING THE PROJECT WEST DATA CENTER ON PEGASUS AND OLD HUDSONVILLE ROAD AREA AND. THEY SAY THAT'S BEEN NIXED OR OR KILLED OR THAT WAS REPORTED. BUT THE NEW TRANSMISSION LINE ROUTE WE SAW ON THE LAGRANGE DAILY NEWS THIS WEEK GOES RIGHT BY WHERE IT WAS KIND OF SUGGESTS MAYBE IT'S NOT ALL YOU MAY STILL BE ON THE TABLE. I DON'T KNOW. I'D LIKE CLARIFICATION ON THAT. WE'RE ALSO AWARE OF THE COUNTY PARTNERING WITH WEST POINT TO PUT 12 INCH WATER LINES UP THE WARNER ROAD. THAT WAS BEFORE YOUR YOU BECAME OUR COMMISSIONER. I'VE GOT THAT PIECE OF PAPER, BUT. WELL, WE KNOW THAT THAT WAS APPROVED RECENTLY. THERE WAS A REZONING APPLICATION FOR WARNER ROAD, MEDIUM DENSITY RESIDENTIAL AND AGRICULTURAL LAND TO BE CHANGED TO THE GENERAL INDUSTRIAL, WHICH I'M SURE YOU'RE ALL AWARE OF. BUT THE APPLICATION WAS WITHDRAWN, SO WE'RE NOT SURE IF YOU THE COMMISSIONERS ARE AWARE OR HAD A CHANCE TO LOOK AT YOUR STAFF REPORT ON THAT BECAUSE IT WAS PULLED ABOUT FOUR HOURS AFTER IT WAS PUT ON THE AGENDA, OR FOUR HOURS AFTER IT WAS PUT ON THE INTERNET. WE CONSIDERED VERY RELEVANT TO ANY PLANNING FOR THE FUTURE. IT WAS TAKEN OFF THE TROUP COUNTY WEBSITE WITHIN FOUR HOURS OF PUBLISHING. SO YOU MAY NOT BE AWARE OF THE RECOMMENDATIONS CONCERNING THE GRAY HILL LANDFILL AND THE AQUIFER. SOME RELEVANT STATEMENTS FROM THAT DOCUMENT. I'M GOING TO READ FROM THAT DOCUMENT. THE PROPERTY IS LOCATED WITHIN A DESIGNATED GROUNDWATER RECHARGE. THE REZONING REQUEST TO GENERAL INDUSTRIAL MAY OVERBURDEN THE ROADS WITH INDUSTRIAL TRAFFIC.IT MAY ALSO OVERBURDEN UTILITIES UNLESS SIGNIFICANT IMPROVEMENTS ARE MADE TO ACCOMMODATE FUTURE USE. THE REQUESTED REZONING TO GENERAL INDUSTRIAL MAY EXCESSIVELY INCREASE THE TRAFFIC CONGESTION AND AFFECT PUBLIC SAFETY. THE PROPOSED CHANGE COULD POSE ENVIRONMENTAL IMPACTS, PARTICULARLY ON WATER RESOURCES, DUE TO THE SITE'S LOCATION WITHIN A DESIGNATED GROUNDWATER RECHARGE AREA AND ITS HISTORY AS A CLOSED LANDFILL. ANY FUTURE IMPROVEMENTS MUST BE METICULOUSLY ENGINEERED, DESIGNED, CONSTRUCTED, AND MAINTAINED IN CONFORMANCE WITH THE BEST PRACTICES SPECIFIED BY QUALIFIED PROFESSIONAL ENGINEERS WHO SPECIALIZE IN LANDFILL REDEVELOPMENT. THERE ARE SOME LARGE ACREAGE UNDEVELOPED TRACTS THAT ARE IN DANGER OF BEING SUBJECT TO CONTINUED PATTERN OF URBAN SPRAWL, AND THERE IS A POSSIBILITY THAT DISTURBANCE OF PROPERTY COULD ADVERSELY AFFECT PUBLIC HEALTH AND SAFETY, DISTURBING THE UNDERLYING CLOSED LANDFILL COULD COMPROMISE ITS CONTAINMENT SYSTEMS, THREATENING GROUNDWATER QUALITY AND BROADER ENVIRONMENTAL HEALTH. TO ENSURE SAFETY, ANY SITE WORK MUST INCLUDE RIGOROUS MONITORING AND PROTECTIVE MEASURES THAT ARE DESIGNED AND OVERSEEN BY QUALIFIED ENGINEERS EXPERIENCED IN LANDFILL DEVELOPMENT, SO. NOW I HAVE TO FIND WHERE I WAS RIGHT NOW THAT YOU HAVE NOW THAT YOU'RE AWARE OF WHAT'S AT STAKE, WE AS A COMMUNITY ARE ASKING YOU

WE'D LIKE YOU TO PROTECT OUR AQUIFER AND CONSIDER A SLOW, SUSTAINABLE GROWTH ZONE, INCLUDING BOTH GRAY HILL AQUIFERS. THERE'S TWO IN GRAY HILL. WITH INCENTIVES FOR LOCAL FOOD INFRASTRUCTURE AND PERHAPS EVEN TAX BREAKS FOR MITIGATION OF RUNOFF WATER TO PROTECT THE WATERSHED, WE ASK THE GRAY HILL COMMUNITY BE PROTECTED FROM THE SURROUNDING INDUSTRY AND HIGH DENSITY HOUSING. WE ALSO CALL ON YOU TO BE TRANSPARENT AND TO INCLUDE COMMUNITY MEMBERS, GRAY HILL COMMUNITY MEMBERS, AND PUBLISHING THE IMPACT STUDIES AND THE METHODS USED FOR ANY DEVELOPMENT, INCLUDING THE UPCOMING TRUCK PARKING. WE SUGGEST A COMPREHENSIVE STUDY ON OUR WELLS AND SPRINGS TO USE AS A BASELINE FOR FUTURE POSSIBILITY OF CONTAMINATION, SO WE CAN COMPARE OUR QUALITY OF LIFE. OUR CHILDREN'S FUTURE DEPEND ON YOU AND YOUR DECISIONS, AND WE'LL BE PRAYING FOR YOU INDIVIDUALLY AND AS A GROUP. AND. I LAST THOUGHT, AND THIS IS A LITTLE DIFFERENT. THIS IS THE WHOLE COUNTY. WE COUNTED ON THAT FOR BOTH TO KNOW HOW MUCH WE WERE GOING TO HAVE TO PAY TO ESTIMATE FOR THAT. AND WE ALSO. IT GIVES US MORE TIME TO. BUT YES, THERE WAS ONE THAT IS LOW THAT WAS LOCATED INSIDE THE CITY LIMITS OF LAGRANGE, AND THAT ONE HAS BEEN APPROVED AND IS MOVING FORWARD. YOU'RE CORRECT. I JUST WANT TO MAKE SURE, BECAUSE THERE'S BEEN ANOTHER ONE THAT'S BEEN PROPOSED, BEEN TALKED ABOUT. BUT YEAH, I WANT TO MAKE SURE WE CLARIFY. WE ADVERTISED ON IN LAGRANGE DAILY ON JULY THE 5TH AND ON JULY THE 26TH WE POSTED THE NOTICE OF PROPERTY TAX INCREASE AND THE FIVE YEAR HISTORY WHICH IS REQUIRED BY GEORGIA CODE. THE TROUP COUNTY IS PROPOSING NO CHANGE TO THE CURRENT MILLAGE RATE OF 9.923. BECAUSE THE TOTAL DIGEST HAS INCREASED. THE STATE REQUIRES NOTICES WHICH INDICATE A TAX INCREASE. THE CALCULATED RATE INCREASE IS 8.23%. PROPERTY OWNERS THAT RECEIVE A HOMESTEAD EXEMPTION AND HAD AN INCREASE IN THEIR ASSESSED VALUE OF THEIR REAL PROPERTY FROM THE PREVIOUS YEAR, WILL NOT HAVE A TAX INCREASE OF THE COUNTY PORTION OF THEIR TAXES. TROUP COUNTY IS EXEMPTING INFLATIONARY INCREASES THIS YEAR. HOWEVER, THE DIFFERENCE IN THE BILL WILL RESULT IS A RESULT FROM THE $150 REBATE GIVEN IN 2024, 9.923 HAS BEEN THE MILLAGE RATE FOR 2023 2024, AND THIS WILL BE THE THIRD YEAR FOR THAT SAME MILLAGE RATE.THE FY 25 OR CALENDAR YEAR 25 TAXABLE ASSESSED VALUE FOR RESIDENTIAL IS 38%. BUT WHEN WE ADD THE COMMERCIAL AND INDUSTRIAL TOGETHER, THAT'S 51% OF THE ASSESSED VALUE. THAT'S TAX. SO ONE MORE ONE MORE OKAY. SORRY. ALL RIGHT.
