I KNOW IT'S PAST MEMORIAL DAY AND WE DIDN'T, BUT I THINK IF YOU JUST LOOK APPROPRIATE AS WE OPEN THIS MORNING TO TAKE JUST A MOMENT TO REMEMBER THOSE PEOPLE, THOSE SERVICE PEOPLE, THAT PEOPLE THAT SERVE IN THE SERVICE FOR TROUP COUNTY MILITARY, THAT WE JUST REMEMBER THEM THIS MORNING. A LOT OF PEOPLE MAKE SACRIFICES. THEIR FAMILIES MAKE SACRIFICES. UNFORTUNATE. A LOT OF THOSE SERVICE PEOPLE GAVE THE ULTIMATE PRICE FOR OUR FREEDOM, FOR THE OPPORTUNITY. WE CAN COME TOGETHER THIS MORNING. SO IF Y'ALL WOULD JUST BOW. WE'LL HAVE A MOMENT OF SILENCE TO BEGIN WITH. OUR GRACIOUS HEAVENLY FATHER, WE DO THANK YOU FOR THIS NEW DAY. AGENDA THIS MORNING IS A PRESENTATION BY MR. HUGH FOR OPTIMIST CLUB. GOOD MORNING, COMMISSIONERS. GOOD MORNING. APPRECIATE YOU G US BE HERE WITH YOU TODAY. PARTY IT CLUB. SO I WOULD LIKE. ON BEFORE I SAY ANYTHING ELSE, I WOULD LOVE FOR ANY OF OUR CLUB MEMBERS HERE TODAY TO STAND UP, TO BE RECOGNIZED. IF YOU GUYS DON'T MIND. SMALL CREW TODAY. BUT WE ARE ALL THANKFUL FOR YOU GUYS ALLOWING US TO BE HERE. SO BACK IN 1951, THE OPTIMIST CLUB OF LAGRANGE WAS FOUNDED. THAT WAS 74 YEARS AGO. BY SEVERAL PROMINENT MEMBERS OF OUR COMMUNITY. AND IN 1965, OPTIMIST INTERNATIONAL CREATED THE RESPECT FOR LAW PROGRAM. THIS WAS THE IDEA FOR THIS PROGRAM CAME FROM A MEETING WITH J. EDGAR HOOVER AND THE THEN PRESIDENT OF OPTIMIST INTERNATIONAL. AND IT HAD IT WAS DECIDED THAT THE CLUB WOULD CREATE AN AWARD THAT LOCAL ORGANIZATIONS COULD USE TO HIGHLIGHT THE GOOD WORK THAT LOCAL LAW ENFORCEMENT DOES IN COMMUNITIES ALL OVER THE WORLD. SO SINCE THE INCEPTION OF THIS RESPECTFUL LAW PROGRAM, IT HAS BEEN AN IMPORTANT PART OF THE LAGRANGE OPTIMIST CLUB AGENDA.SO ORIGINALLY, THE CLUB ONLY RECOGNIZED MEMBERS OF THE POLICE DEPARTMENT AND THE SHERIFF'S DEPARTMENT. BUT FOLLOWING THE EVENTS OF SEPTEMBER 11TH, THE CLUB FELT THAT IT WAS IMPORTANT TO ALSO RECOGNIZE MEMBERS OF THE FIRE DEPARTMENT AS WELL. SO, LIKE I SAID, THIS IS ALWAYS A HIGHLIGHT OF OUR ANNUAL AGENDA. AND IT IS HONORED TO WORK WITH THE POLICE AND FIRE CHIEF AND SHERIFF TO RECOGNIZE ONE OF THEIR OWN HARD WORKING PUBLIC SERVANTS THAT GO ABOVE AND BEYOND IN THEIR LINE OF DUTY EVERY SINGLE DAY. THE INDIVIDUALS THAT WE RECOGNIZE TODAY ARE TRULY MAKING LAGRANGE A BRIGHTER AND MORE OPTIMISTIC PLACE FOR OUR YOUTH. SO WITHOUT FURTHER ADO, IF I COULD HAVE. JEFF. OKAY. SO FIRST WE ARE GOING TO RECOGNIZE A MEMBER OF OUR SHERIFF'S DEPARTMENT. SO EARLIER THIS YEAR, AROUND THE END OF JANUARY, WHILE MOST OF US WERE ENJOYING THE SNOW WITH OUR FAMILIES, THE MEMBERS OF THE TROUP COUNTY SHERIFF'S OFFICE STILL HAD TO COME IN AND DO THEIR DAILY WORK. DURING THAT WEEK, OUR SHERIFF DEPUTY OF THE YEAR VOLUNTEERED HIS TIME TO HELP TRANSPORT HIS COWORKERS TO AND FROM THE OFFICE JUST TO MAKE SURE THAT THEY WERE SAFE. THIS IS JUST ONE EXAMPLE OF HOW OUR DEPUTY OF THE YEAR GOES ABOVE AND BEYOND WHILE OFF THE CLOCK. THIS INDIVIDUAL ALSO PICKED UP A CHAINSAW AND SPENT A GOOD PORTION OF HIS TIME IN THE COLD, CUTTING AND REMOVING TREES TO KEEP OUR ROADWAYS SAFE. MAJOR JEFF DURAN WILL TELL YOU THAT THIS INDIVIDUAL IS ANYWHERE HE IS NEEDED WITHOUT HESITATION. HE IS ALWAYS THERE TO HELP THE CITIZENS OF OUR COUNTY OR THE COWORKERS HE IS AROUND. FIREFIGHTER OWEN TYREE HAS STEPPED UP AND BECOME ONE OF THE FOUNDING MEMBERS OF THE TROUP COUNTY FIRE DEPARTMENT DIVE TEAM, AND VOLUNTEERED HIS CARPENTRY SKILLS TO HELP PREPARE AND REVAMP THE DIVE TEAM TRAILER. FIREFIGHTER TYREE IS AN ASSET TO THE TROUP COUNTY FIRE DEPARTMENT AND AN ASSET TO THE TROUP COUNTY COMMUNITY. HE IS DEFINITELY ONE OF THESE, ONE OF THOSE EMPLOYEES THAT YOU CAN COUNT ON WHEN OTHERS COUNT ON, WHEN OTHERS MIGHT NOT BE WILLING TO STEP UP. HE HE MEANS A LOT TO ME IN THIS DEPARTMENT. HE HE TOOK ON, YOU KNOW, ALONG WITH EIGHT OTHER INDIVIDUALS, THE PROCESS OF GETTING CERTIFIED AS A RESCUE DIVER. AND HE ACTUALLY WENT A LITTLE BIT ABOVE AND BEYOND WITH SOME OTHER FIREFIGHTERS TO REHAB A TRAILER THAT WE HAD TO TURN INTO A DIVE TRAILER TO HAUL ALL THE EQUIPMENT AROUND. USING HIS CARPENTRY SKILLS. HE DOES QUITE A BIT ON HIS DAYS OFF, BUT HE'S HE'S AN AMAZING YOUNG MAN, AND WE'RE FORTUNATE TO HAVE HIM HERE WITH TROUP COUNTY FIRE DEPARTMENT. CONGRATULATIONS AGAIN.

FROM THE BEGINNING, HE WAS EAGER TO LEARN AND CONTRIBUTE, WHICH LED TO WHICH LED TO PASSED THE STATE.IT'S THE BUILDING INSPECTORS OF THE VARIOUS ESSENTIAL TASKS SUPPORTING BOTH OFFICE AND FIELD OPERATIONS IN THE BUILDING DEPARTMENT. IN 2009, HE TOOK ON THE CHALLENGE OF DEVELOPING.
EFFORT TO CONVERT AND DIGITIZE ALL COUNTY MAPS, CREATING A ROBUST AND EFFICIENT MAPPING SYSTEM WHICH CONTINUES TO SUPPORT THE NEEDS OF OUR COMMUNITY TODAY. HIS WORK WITH THE GIS DEPARTMENT ALSO INCLUDED PARTNERING WITH THE PROPERTY APPRAISER'S OFFICE TO DEVELOP A USER FRIENDLY WEBSITE, WHICH PROVIDES PROPERTY OWNERS WITH ACCESSIBLE INFORMATION AND INTERACTIVE, INTERACTIVE MAPPING LAYERS, MANY OF WHICH ARE STILL IN USE TODAY AS WELL. IN 2014, HE EXPANDED HIS RESPONSIBILITIES BY TAKING ON THE ROLE OF ELECTIONS AND REGISTRATION SUPERVISOR. WITHIN ONE MONTH, HE EARNED THE STATE CERTIFICATION TO ENSURE HIS OFFICE COULD EFFECTIVELY CONDUCT THE YEAR'S ELECTION. SINCE THEN, HE HAS MAINTAINED ALL REQUIRED CERTIFICATIONS AND LED THE DEPARTMENT THROUGH A PERIOD OF SIGNIFICANT GROWTH FROM 32,000 REGISTERED VOTERS IN 2014, WHEN HE STARTED THE POSITION TO OVER 50,000 VOTERS TODAY. HE HAS DILIGENTLY WITH STAFF TO UPDATE AND MAINTAIN. VOTER REGISTRATION PROCESSES. HE WORKS WITH THE TROUP COUNTYLECTION BOARD MEMBERS UPDATES THEM ON MONTHLY MEETINGS AND ALL. HIS CAREER HE HAS MADE, HE HAS REMAINED COMMITTED TO SUPPORTING ALL DEPARTMENTS WHEN CALLED UPON. HE HAS BEEN RESPONSIBLE FOR MANAGING THE COUNTY'S CELL PHONES SINCE 2003. AND SO WE HAD A WATER LEAK THAT THEN WE HAD TO TURN OFF WATER TO THE WHOLE BUILDING. AND THEN THIS CHANGE ORDER IS FOR THE COST THAT IT TOOK TO GET SERVICEMASTER IN HERE TO REMEDY THE WATER, TO BRING IN EXTRACTORS AND DEHUMIDIFIERS AND FANS, AND EXTRACT THE WATER FROM A MISLABELED SHUT OFF VALVE.
