RECOGNITION OF OUR TROUP COUNTY FIRE DEPARTMENT DIVE TEAM. I BELIEVE, ZACH, YOU'RE GOING TO HANDLE THAT SINCE RODNEY IS KIND OF BUSY RIGHT NOW. GOOD MORNING COMMISSIONERS. GOOD MORNING.LATE LAST SUMMER, MR. MOSLEY AND I WERE COMING BACK FROM A MEETING WITH DOCTOR HAZEL AND THE SUPERINTENDENT, AND WE STARTED TALKING ABOUT SOME DIFFERENT WATER RESPONSES AND, AND HOW WE MIGHT COULD FIND SOME FUNDING FOR A DIVE TEAM. AND WE WERE ABLE TO PUT THAT TOGETHER AND KIND OF A QUICK MANNER WE WERE ABLE TO, TO SECURE SOME ARPA FUNDING THAT WAS ABLE TO PAY FOR THE TRAINING AND USE SOME SPLOST FUNDING THAT WAS ABLE TO FUND ALL THE EQUIPMENT IN THERE, AND FOR TO PUT 12 PEOPLE THROUGH DIVE SCHOOL WAS JUST A LITTLE LESS THAN $50,000 FOR THE EQUIPMENT AND THE EDUCATION TRAINING THAT WE'VE GOT ON THAT. BUT WE CAME BEFORE Y'ALL GOT THE APPROVAL FOR IT, AND THESE GUYS HAD TO GO THROUGH AN EXTREMELY PHYSICAL, TAXING

SWIM TESTING, BE ELIGIBLE TO GO THROUGH THE DIVE PROGRAM. SO IT WAS BROKE DOWN INTO FOUR PHASES, FOR A TOTAL OF ABOUT 160 HOURS WORTH OF TRAINING THAT THEY WENT THROUGH THIS AND THE SO THEY WERE DONE THROUGH MULTIPLE DAYS, NIGHTS. THEY WENT TO FLORIDA FOR A LITTLE DIVE AND DEEPER WATER.AND AS YOU WELL KNOW, THEY WENT THROUGH ANY DIVE TRAINING IN WEST POINT LAKE, SO THEY PROBABLY COULDN'T SEE WHEN THEIR HAND WAS RIGHT THROUGH HERE IN THEIR FACE. BUT WE AVERAGED 3 TO 4 DROWNINGS A YEAR IN THE WEST POINT LAKE. AND WE HAVE A LOT OF WATER RELATED CALLS THAT'S INCREASING. YOU KNOW, AS LAKE LANIER AND ALLATOONA BECOME EXTREMELY BUSY, WE'RE SEEING A LOT MORE BOAT TRAFFIC, LAKE TRAFFIC, YOU KNOW, WATER SPORTS, WAKEBOARDING, INNER TUBING, WHATEVER YOU WANT TO TALK ABOUT THAT'S HAPPENING ON WEST POINT LAKE. SO WE WANT TO DO WAS IMPROVE THAT THE BEST WE COULD A COUPLE YEARS AGO, PROBABLY A YEAR AND A HALF AGO NOW, WE TOOK A BOAT FROM THE SHERIFF'S DEPARTMENT, REFIT IT AND PUT IT INTO USE FOR THE FIRE DEPARTMENT BOAT. IT'S ABOUT A 17 FOOT CAROLINA SKIFF, SO WE'RE INCREASING OUR WATER PRESENCE OUT THERE. AND THAT'S ONE THING PUTTING THIS DIVE TEAM WE'VE DONE, WE'D LIKE TO DO A SWIFTWATER TEAM IN THE FUTURE TO BE ABLE TO HANDLE ACTUAL RESCUES AND MORE ALONG THE LINES OF ACTUAL RECOVERY IN THIS. SO WE'VE ACTUALLY HAD THE WHOLE TEAM WITH US TODAY. SO IF YOU GUYS WANT TO COME UP AND BE INTRODUCED TO THE BOARD OF COMMISSIONERS, JEFF BOYNTON, JAKE SHADOWS, GUY, DYLAN STEVENS, KENNY MADDOX, DAVID MILLER, JACOB FELDMAN, AND OWEN TYREE AND SOME OF THEM HAVE COMPLETED IT. NOW SHE'S IN A LEADERSHIP POSITION WITH THEM AND WANTED TO COME BACK HERE AND WORK WITH US. BUT WHEN SHE DISCUSSED THAT, SO THAT WAS ONE OF OUR APPLICANTS HAD A COUPLE FROM HERE WHO WERE ALSO VERY WELL QUALIFIED, HAD ONE FROM AS FAR AWAY AS WATKINSVILLE WHO SAW OUR POSTING AND APPLIED FOR THE POSITION WHEN IN HENRY COUNTY. SO THAT'S KIND OF THE NUTSHELL OF MY ASK TO GET INTO THE CIRCUMSTANCES OF OUR OFFICE AS, AS AT LEAST A COUPLE OF THE LONGER SERVING COMMISSIONERS KNOW, FOR A LOT OF YEARS, WE WERE TRYING TO SPLIT UP WHAT USED TO BE THE COWETA JUDICIAL CIRCUIT. SO IT USED TO CONSIST OF AND THIS GOES BACK TO MAYBE THE 70S. COWETA, CARROLL, TROUP, MERIWETHER AND HEARD COUNTIES USED TO BE THE COWETA JUDICIAL CIRCUIT. AS OF JANUARY 1ST, AS A RESULT OF LEGISLATION PASSED AT THE CAPITOL, THE COWETA CIRCUIT NOW ONLY CONSISTS OF COWETA, TROUP, AND MERIWETHER COUNTIES.CARROLL AND HEARD ARE NOW THE WEST GEORGIA JUDICIAL CIRCUIT, AND THAT'S SOMETHING THAT WAS TALKED ABOUT FOR A LOT OF YEARS. WANT TO GIVE YOU ALL CREDIT. TO BE HONEST, THIS COMMISSION WAS THE FIRST OF THE FIVE COMMISSIONS TO COME OUT PUBLICLY AND SAY VIA A RESOLUTION, WE NEED TO SPLIT THIS CIRCUIT. AND AS I BECAME DA BY APPOINTMENT IN 2018 AND CAME OUT IN FAVOR OF IT IN 2019, AND THAT WASN'T IT WASN'T A POPULAR POSITION WITH SOME PEOPLE. AND THIS COMMISSION WAS WAS COURAGEOUS ENOUGH TO DO WHAT MADE SENSE. AND NOW IF YOU ASK ANYBODY, EVERYBODY SAYS IT'S A GREAT IDEA AND YOU KNOW, BUT BUT AT THE TIME WHEN THIS COMMISSION GOT OUT THERE, IT WASN'T ALWAYS THAT WAY. I'VE GOT 140 LESS THOUSAND PEOPLE WHEN I READ STUFF IN THE PAPER, YOU KNOW, JUST THE TYPICAL THINGS THAT HAPPEN IN ANY COMMUNITY HAPPENING IN CARROLL AND HEARD COUNTY, IT DEFINITELY OCCURS TO ME THAT'S SOMETHING I'D BE DEALING WITH THAT MIGHT TAKE UP 2 OR 3 DAYS OF MY TIME, YOU KNOW, A SERIOUS CRIME OR, OR SOMETHING GOING ON. SO IT'S MADE OUR OFFICE MORE MANAGEABLE. I CAN USE THE RESOURCES WE HAVE IN THREE COUNTIES, WHICH ALLOWS FOR, YOU KNOW, SOME MORE EFFICIENCY, PRODUCTIVITY. SO THINGS ARE BETTER FOR THAT REASON. SO WE RECEIVE LESS OVERALL FELONIES IN TROUP COUNTY, ABOUT A THOUSAND A YEAR, COMPARED TO ABOUT 1500 FELONIES A YEAR IN COWETA COUNTY. BUT FOR A VARIETY OF REASONS THAT, YOU KNOW, I DON'T KNOW IF I COULD EXPLAIN IF I WANTED TO TRY. WE HAVE MORE VIOLENT CRIME IN TROUP COUNTY, AND AS YOU MIGHT IMAGINE, VIOLENT CRIME IS MORE COMPLICATED, REQUIRES MORE RESOURCES, YOU KNOW, AS ANY VICTIM OF ANY SERIOUS CRIME WOULD TELL YOU, THEY WOULD RATHER HAVE SOMEBODY VERY EXPERIENCED HANDLING ONE OF THOSE CASES THAN SOMEBODY THAT'S ONLY BEEN IN THE OFFICE FOR A COUPLE YEARS OR DOESN'T HAVE AS MUCH TRIAL EXPERIENCE. SO, YOU KNOW, I SAY ALL THAT TO SAY, I'M JUST TRYING TO GIVE YOU ALL A SENSE OF SOME OF THE THINGS WE'RE WE'RE DEALING WITH. TURNOVER IS STILL A HUGE PROBLEM FOR US. IT IS ACROSS THE STATE.

SO IT'S NOT A IT'S NOT A KNOCK ON TROUP COUNTY. I THINK IT'S JUST A FUNCTION OF PROXIMITY TO ATLANTA THAT IT'S MORE DIFFICULT TO RECRUIT PEOPLE INTO TROUP THAN, YOU KNOW, PLACES CLOSER TO ATLANTA. SO WE'VE GOT SOME CHALLENGES, BUT THE PURPOSE OF OUR OFFICE IS TO REVIEW VIOLATIONS OF GEORGIA'S LAWS TO DETERMINE IF WE CAN PROVE A CRIME WAS COMMITTED BEYOND A REASONABLE DOUBT. IN OTHER WORDS, TO SEEK JUSTICE FOR THE VIOLATION OF GEORGIA'S LAWS.WE'VE GOT A LOT OF TOOLS IN OUR BELT AND A LOT OF DISCRETION TO TRY TO GET JUSTICE FROM EVERYTHING FROM, YOU KNOW, SENDING SOMEBODY TO REHAB AND MAYBE DISMISSING THEIR CASE IF THEY'VE NEVER BEEN ARRESTED BEFORE, TO TRY TO GET HELP WITH A DRUG ISSUE ALL THE WAY TO, YOU KNOW, SEEKING A LIFE SENTENCE FOR SOMEBODY THAT'S KILLED SOMEBODY, YOU KNOW, LIKE WE LITERALLY HAVE EVERYTHING IN BETWEEN THOSE TWO EXTREMES. AND, YOU KNOW, JUSTICE IS NOT SENDING EVERYBODY TO PRISON, BUT IT'S ALSO NOT GIVING EVERYBODY A SLAP ON THE WRIST AND HOPING THEY DON'T DO IT AGAIN. AND TO DO THAT, WELL, YOU KNOW, I CAN'T DECIDE WHAT WE SHOULD DO ON EVERY GIVEN CASE. THERE'S TOO MANY. I'VE GOT TO BE ABLE TO HIRE GOOD PEOPLE, TRAIN THEM AND THEN GIVE THEM THE DISCRETION TO DO WHAT THEY THINK IS THE RIGHT THING TO DO. AND THAT'S THAT'S HOW I TRY TO RUN THE OFFICE. OFFICE HAS A SIGNIFICANT ROLE IN PUBLIC SAFETY, AND THAT WE'RE RESPONSIBLE FOR PROSECUTING OF ALL MISDEMEANOR CRIMES THAT ARE COMMITTED IN TROUP COUNTY, SIGNIFICANTLY AMONGST THOSE ARE FAMILY VIOLENT CASES, DUI CASES AND OTHER THEFT AND MORE MINOR VIOLENT CASES. I'D LIKE TO THINK THAT THE WORK WE DO PREVENTS THE ELEVATION OF THESE MISDEMEANOR CRIMES TO FELONIES. IF WE CAN STOP THEM, IF WE CAN CHANGE THAT BEHAVIOR WHILE IT'S MISDEMEANORS THEY'RE COMMITTING, THEN OUR COMMUNITY IS SAFER AND A BETTER PLACE TO DRAW BUSINESS. AND. AND TO RAISE OUR CHILDREN. I HOPE THAT THROUGH OUR SUCCESS AT TRIAL AND SENTENCING RECOMMENDATIONS AIMED AT CRIMINAL BEHAVIOR, WE CAN DO THAT. WE HAVE THE ACCOUNTABILITY COURTS THAT WE USE HEAVILY FOR PRETRIAL DIVERSION PROGRAM. IN OUR CASE, THAT'S SIMILAR TO WHAT HERB WAS SPEAKING ABOUT IN THAT SOMETIMES PRIOR TO BRINGING THE CHARGE OR AFTER BRINGING THE CHARGE, BUT PRIOR TO CONVICTION, WE CAN SET UP FOR SOMEBODY TO GO TO A REHAB FACILITY OR GET MENTAL HEALTH TREATMENT, OR GET SUBSTANCE ABUSE TREATMENT, OR DO COMMUNITY SERVICE AND PAY A PRETRIAL DIVERSION FEE, WHICH GOES STRAIGHT TO THE COUNTY. THOSE ARE MANAGED BY MY OFFICE AND I THINK VERY EFFECTIVE WAYS TO BEND THE CRIMINAL INTENT INTO A MORE POSITIVE ACTION ESSENTIAL TO OUR WORK IS THOROUGH INVESTIGATION AND PROSECUTION AND PREPARATION OF SUCCESSFUL PROSECUTION FOR TRIAL. NO LONGER ARE OUR TRIALS LOOKED AT BY JURIES AS JUST MISDEMEANORS. THROUGHOUT MY YEARS IN PRACTICE, I'VE WATCHED THESE TRIALS BECOME MORE AND MORE COMPLEX. IT USED TO BE THEY WEREN'T TAKEN AS SERIOUSLY. TROUP COUNTY JURIES, BELIEVE ME, TAKE IT SERIOUSLY. THEY BELIEVE VERY STRONGLY THAT WE HAVE A BURDEN OF PROVING BEYOND A REASONABLE DOUBT, THE SAME STANDARD THAT'S EVIDENT IN FELONY CASES. IN THIS DAY OF CRIME TELEVISION SHOWS. JUST AN OFFICER'S WORD IS NOT ENOUGH ANYMORE. IT USED TO BE ON A TRAFFIC OFFENSE OR SOME OF OUR OTHER OFFENSES. IF AN OFFICER SAID I SMELLED ALCOHOL ON HIM AND HE ROLLED HIS CAR AND IT RAN INTO A TREE AND RAN INTO A TREE OFF THE ROAD, THAT WAS ENOUGH. IT'S NOT ENOUGH NOW. AND IT IS TRUE THAT DIFFERENT COUNTIES HAVE DIFFERENT ATMOSPHERES IN THE COURTROOM. FOR WHATEVER REASON. IN SPEAKING WITH OTHER SOLICITORS ACROSS THE STATE, WE HAVE MORE DEMANDS FOR JURY TRIALS THAN DEFENDANTS IN OTHER BUT BY OUR DEFENDANTS THAN WE DO IN OTHER COUNTIES. WE TRY MORE JURY TRIALS THAN OTHER COUNTIES TRY. JUST THAT. IN FACT, JUST THIS PAST FRIDAY, WE HAD 150 CASES ON A PRETRIAL CALENDAR THAT WE HAVE THOSE ONCE A MONTH. THOSE WERE CASES THAT HAD INDICATED A DESIRE FOR A JURY TRIAL, OR AT LEAST A BENCH TRIAL IN A CASE. BUT MOST OF THOSE ARE JURY TRIAL CASES. WE HAVE SEPARATE BENCH TRIAL CALENDARS THAT GO STRAIGHT FROM ARRAIGNMENT TO THEIR. IN TROUP COUNTY, WE HAVE FUNDED STATE COURT. IN STATE COURT, THREE INDIGENT DEFENSE LAWYERS. RECEIVED A NEW CASE LAST WEEK THAT CAME IN FROM A WRECK ON THE INTERSTATE, THE ONE I TALKED ABOUT WHERE THE CAR WAS ROLLED OFF THE SIDE OF THE INTERSTATE. THE REPORT WE HAD SAID THEY SMELLED ALCOHOL, THE GUY, YOU KNOW, BUT BUT WE HAD NO OTHER EVIDENCE, NO TEST. THE GUY WOULD NOT COMPLY WITH ANY OF THE TESTS THAT THE OFFICER OFFERED HIM. SO WE HAVE THE SMELL OF ALCOHOL. WE HAVE A MAYBE A CONTAINER IN THE CAR. AND WHEN WE STARTED WATCHING THE VIDEO, WE DISCOVERED THAT TEN MILES DOWN THE INTERSTATE IN THE SAME DIRECTION OF TRAFFIC, THERE HAD BEEN A CALL IN TO 911. I WAS ABLE TO CALL SHANNON AND GET GET THE INFORMATION FROM IT. THERE WAS A CALLER WHO HAD REPORTED A RECKLESS DRIVER THAT MET THE DESCRIPTION OF THIS ONE, AND 911 HAD FORTUNATELY GOTTEN A PHONE NUMBER AND A NAME THAT WASN'T IN OUR REPORT. WE HAD TO RUN THAT DOWN TO FIND IT. AS AS WE WERE WATCHING THE VIDEO ON THAT CASE, WE NOTICED THERE WERE A BUNCH OF BYSTANDERS THAT HAD STOPPED WHEN THEY SAW THIS WRECK HAPPEN, AND THEY WERE ALL AROUND. WE DIDN'T HAVE CONTACT INFORMATION ON THEM. THERE WERE A NUMBER OF OTHER LAW ENFORCEMENT AGENCIES, FIREFIGHTERS AND AMR WORKERS THAT WERE ON THE SCENE. I HAD NO CONTACT INFORMATION FOR THEM.THAT'S WHERE AN INVESTIGATOR WOULD BE ABLE TO TAKE THAT WORK OFF OF ME AS A LAWYER. INSTEAD OF ME CALLING SHANNON AND RUNNING DOWN THAT INFORMATION. THAT STUFF CAN BE HANDLED BY A TRAINED LAW ENFORCEMENT OFFICER. THAT HAPPENS WITH US FAIRLY REGULARLY ON THESE CASES, BECAUSE THERE ARE SO MANY WRECKS HAPPENING IN TROUP COUNTY NOW, SO MANY FATALITIES HAPPENING, THAT THOSE OFFICERS ARE MOVING FROM CASE TO CASE SO FAST THAT A LOT OF TIMES THAT INFORMATION IS NOT GATHERED AT THE SCENE SIGNIFICANTLY. ALSO, ARE DOMESTIC CASES. OFTEN THERE'S PEOPLE STANDING AROUND, THERE ARE NEIGHBORS THAT SAW WHAT HAPPENED. THERE ARE OTHER FOLKS THAT MAYBE THAT NIGHT JUST DIDN'T WANT TO TALK. THAT TOO MUCH HYSTERIA GOING ON. AND THAT'S WHERE IF WE HAD AN INVESTIGATOR, THEY COULD GO BACK OUT QUICKLY AFTER THE CASE AND FIND OUT WHO ELSE WAS THERE. I MEAN, MAYBE THE VICTIM DOESN'T WANT TO COME TALK. MAYBE SHE DOES STILL LOVE HIM. MAYBE SHE THINKS SHE NEEDS TO STAY WITH HIM. BUT I BET YOU HER MAMA DOESN'T THINK SHE NEEDS TO STAY WITH HIM. AND IF WE CAN FIND THOSE MOTHERS AND FIND THOSE NEIGHBORS THAT HAVE SEEN THINGS HAPPENING, THAT'S THE EVIDENCE WE NEED TO BUILD CASES. ONE OF THE PUBLIC DEFENDERS MADE A MOTION THAT MY SUBPOENA WAS NOT VALID BECAUSE IT WAS NOT HAND SERVED OR SERVED BY CERTIFIED MAIL. FOR A LOT OF THE REASONS I'VE TALKED ABOUT IN THE INVESTIGATION. AND I CAN'T ALWAYS SERVE BY CERTIFIED MAIL. THOSE PEOPLE ARE NOT GOING TO SIGN IN RETURN. SO THEN STUCK WITH HAND SERVICE TO GET THOSE KIND OF VICTIMS. AND THAT'S WHERE I NEED AN OFFICER TO GO OUT. SHERIFF'S OFFICE HAS BEEN VERY KIND TO ME IN DOING THAT, BUT THEY ARE STRETCHED VERY THIN AND IT WOULD BE MUCH MORE EFFICIENT IF I HAD SOMEBODY IN MY OFFICE THAT WAS FAMILIAR WITH THE CASE THAT COULD FOLLOW UP AND TRY TO MAKE CONTACT WITH THESE WITNESSES AND VICTIMS. BUT BEYOND THAT, BECAUSE OF THAT RULING IN THE CASE WHERE WE GOT THE RULING, IT WAS A GBI WITNESS THAT HAD DONE THE LAB WORK ON THE BLOOD ON FOR BLOOD ALCOHOL LEVEL. AND I HAD EMAILED THE SUBPOENA TO THAT WITNESS, AND SHE ACKNOWLEDGED THAT SHE HAD IT LET ME KNOW THAT SHE WAS NOT AVAILABLE DURING CERTAIN DAYS OF THE TRIAL WEEK, BECAUSE SHE WAS ALSO SUBPOENAED INTO A FULTON COUNTY HOMICIDE CASE. AND THAT'S WHERE THE MOTION WAS MADE, THAT MY SUBPOENA WASN'T VALID BECAUSE IT WASN'T SERVED STATUTORILY. SO WE'VE HAD TO REVAMP OUR ENTIRE WAY OF SERVING SUBPOENAS. EVEN LAW ENFORCEMENT OFFICERS NOW ARE HAVING TO BE HAND SERVED WITH SUBPOENAS. I'VE WORKED WITH THE AGENCIES AND SET UP SOME PRACTICES FOR HOW TO DO. YOU KNOW, THEY'RE HAVING THEIR SUPERVISORS SERVE THEIR OFFICERS AND THEN GET THOSE INDIVIDUAL RETURNS. BUT ON THAT 150 CASE CALENDAR FRIDAY, WE SENT OUT 529 SUBPOENAS. SO NOW IT'S A MANAGEMENT OF THOSE SUBPOENAS HAS BECOME A THING. AND IT'S VERY DIFFICULT TO MAKE SURE THAT WE HAVE EACH OF THOSE FILES DOCUMENTED WITH WHERE THAT PERSON WAS PERSONALLY SERVED, OR HAVE OUR OFFICERS PERSONAL SERVICE COMING BACK. THAT'S ANOTHER THING THAT'S TAKEN CARE OF. AND OTHER SOLICITOR'S OFFICES BY AN INVESTIGATOR WHO MANAGES MAKING SURE THOSE SUBPOENAS ARE OUT AND READY FOR SERVICE FOR TRIAL. PROSECUTING ATTORNEYS COUNCIL OFFERS TRAINING FOR INVESTIGATORS SPECIFIC TO WHAT WE DO, BUT THE FIREARM TRAINING, ACTIVE SHOOTER TRAINING, COURTHOUSE SECURITY TRAINING, THOSE THINGS. MY OFFICER COULD WORK WITH THE SHERIFF'S DEPARTMENT AND JUST BE A BACKUP EXTRA SET OF HANDS IN THE COURTHOUSE SHOULD SOMETHING BAD HAPPEN HERE AND THEY NEED HIM, HIM OR HER. SO AS YOU CAN IMAGINE, FROM WHAT WE'VE TALKED ABOUT, WITH THE NUMBER OF CASES THAT WE'RE HANDLING, WITH 40% OF OUR CASES BEING MET, WHERE WE'RE MEETING WITH PUBLIC DEFENDERS AND WE'RE OUTNUMBERED BY PUBLIC DEFENDERS IN OUR COURT. WE HAVE SEVEN THAT ARE TO THE INTERMEDIATE LEVEL OF EMT. WE HAVE NINE THAT ARE TRAINED TO THE ADVANCED LEVEL. AND WE HAVE THREE OF OUR FIREFIGHTERS THAT ARE PARAMEDICS. WE HAVE 12 THAT THAT DO NOT HAVE YET THEIR EMT. NOW THAT'S ABOUT TO CHANGE AS WE JUST COMPLETED ANOTHER IN HOUSE BASIC EMT CLASS. THEY'RE ABOUT TO GET RELEASED TO GO TEST, SO HOPEFULLY THEY'LL START TAKING THOSE TESTS, PASS THOSE TESTS, ACHIEVE THEIR BASIC LEVEL EMT. WE'RE ALREADY PLANNING OUR NEXT EMT CLASS FOR NEXT YEAR. WE HAVE PEOPLE THAT PREVIOUSLY TOOK AN ADVANCED LEVEL CLASS THAT ARE STILL IN THE TESTING PROCESS. TO PASS THAT TEST, WE'RE GETTING READY TO HOPEFULLY PUT ON ANOTHER ADVANCED LEVEL EMT CLASS THIS SUMMER FOR OUR FIREFIGHTERS AND ARE INTERESTED IN THAT LEVEL OF SERVICE. SO WE'RE HOPING TO KICK THAT OFF IN OCTOBER WITH 15 OF OUR FIREFIGHTERS GOING THROUGH THAT PROGRAM.
